Rivet Operations Company ("Rivet") has an opening for a Program Analyst to join our rapidly growing team in the Port Hueneme, CA area. This position will be in support of Naval Construction Group One (NCG-1) providing program support. Rivet is an exceptional industry partner to the Department of Defense (DoD) and a leader in cyber security, IT management, logistics, supply chain management, process improvement and development.
Essential Duties and Responsibilities: (Not listed in order of importance; other duties may be assigned) and must be able to perform the following with minimal guidance:
Provide verification, justification, and articulation of Naval Construction Force (NCF) capability requirements based on operational plans and Navy policy.
Gather, analyze, and evaluate NCF capability gaps to communicate risk and impact to operations.
Conduct market research both online and in the field to discover technologies to fill military construction gaps.
Generate and maintain spreadsheets and databases to document and organize technology discovered that would be beneficial to the NCF.
Coordinate with industry technology testing for the government.
Coordinate with different departments to provide analysis and recommendations regarding the acquisition, delivery, and NCF integration of new capabilities.
Support the technical writer to develop different policies and manuals.
Perform advisory support research to develop plans and proposals.
Support Cyber Security to maintain confidentiality, integrity, availability, and non-repudiation.
Compensation Minimum: $106,704
Compensation Maximum: $118,560

Qualifications:

Education / Experience / Certifications:
Must have at minimum a bachelor's in engineering with 10 years experience in Engineering fields, specifically Mechanical, Civil or Geotechnical.
At least 5 years of experience with NECC is strongly desired, specifically NCF, force operating concepts and NCF technology STOs.
Experience developing threshold and objective metrics to support Key Performance Parameters (KPP), Key System Attributes (KSA) and Additional Performance Attributes (APA) is desired.
Ability to work independently, prioritize effectively, and manage time appropriately.
Knowledge of the DoD Planning, Programming, Budgeting, and Execution (PPBE) process is preferred.
Stakeholder engagement experience both through facilitating large working sessions and in one-on-one interviews.
Experience with Naval Force Construction Operations Training Guide is strongly desired.
Advanced skills with Word, Excel, PowerPoint, and other applicable programs.
Strong critical thinking and problem-solving skills.
Strong verbal communication to effectively express concepts, plans, and proposals.
Must be a U.S. citizen and obtain and maintain the security clearance required for the position.
Physical Requirements:
Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distance may be required. Possible lifting up to 25 lbs.
