Qualifications and Education Requirements:

  • Bachelor’s degree in finance, mathematics, business, or related discipline.
  • Five (5) years of experience of relevant experience in DoD systems acquisition.
  • DAWIA Practitioner Level certification in Business Cost Estimating or Business Financial Management is highly preferred.
  • Extensive experience in developing cost estimating models and courses of action based on cost outcomes.
  • Expert-level knowledge in cost analysis/estimation, particularly within a DoD project management office.
  • U.S. Citizen with an Active Secret Security Clearance.

Job Duties:

  • Perform a wide variety of cost analyses in support of Program Lifecycle Cost Estimates (LCCE) and Program Office Estimates (POE).
  • Develop or evaluate cost assessments and cost positions.
  • Provide comprehensive cost analyses to support requirements documentation such as Capability Development Documents (CDDs), Cost Analysis Requirement Descriptions (CARDs), Affordability Assessments, and Business Case Analyses (BCAs).
  • Conduct return on investment (ROI) analyses, annual SPARs, and acquisition strategies.
  • Support data calls and funding projections to assist with taskers and budget drills.
  • Provided detailed cost data for various program activities including:
    • Market research, procurement strategy, and source selection concepts.
    • Army Program Budget Briefs/Smart Charts, Acquisition Program Baselines.
    • Cost data for Procurement and Research, Development, Test, and Evaluation (P&R) forms.
    • Execution Program Baseline (EPBs), Quarterly Program Reviews (QPRs) and Program Management Reviews (PMRs).
    • Joint Capabilities Integration and Development System (JCIDS) Process documentation.
    • IT 300 Exhibit Submissions, POM Submissions, T&E Exhibits, and Clinger-Cohen Act Compliance documentation.
