MVM, Inc. is a mid-sized contractor providing professional and security services to support federal agencies nationwide. We are seeking to add capacity to our Business Development team to support an aggressive growth strategy over the coming years.

About the Team

MVM’s Business Development team is lean and agile, with a commitment to creating quality proposals that present original, compelling, high-value solutions to our Government customers. The team coordinates closely with executives, managers, subject matter experts, and staff members of the company’s corporate and field teams and works directly with the CEO. Team members come from a variety of professional backgrounds and draw on these diverse experiences to generate new solutions to complex Government requirements.

Job Summary:

The person in this position has the opportunity to create significant value for the company while working with a dynamic, talented group of people.

A new position on the team, the Director of Proposal Development will have full responsibility for planning, managing, and ensuring the quality of each proposal MVM submits. The Director will report directly to the CEO, coordinate closely with multiple full-time capture managers, and provide supervision and direction for a small team of writers.

On a daily basis, the Director will be responsible for assessing the status of upcoming projects and planning, assigning, and reviewing work to ensure each project is completed on deadline and in line with both the Director’s and MVM’s quality standards.

The Director plays a critical role not just in managing the timely and compliant completion of proposals and other submissions, but in ensuring the quality of these submissions. The Director is expected to lead the team to create submissions that speak clearly and persuasively to the customer’s needs and that will score highly in technical evaluations.


  • Work with MVM’s capture managers to document the win strategy, themes, and discriminators, and to create annotated outlines of proposal sections;

  • Establish, communicate, and manage the proposal development schedule;

  • Remain current on all solicitation modifications and communicate them to the team;

  • Revise project schedule and proposal outline as necessary throughout proposal life cycle;

  • Write and edit proposal content as needed;

  • Ensure proposal prose is tailored to the specific challenges, concerns, and goals of the customer agency;

  • Structure and lead proposal reviews with capture managers and subject matter experts;

  • Use strong professional judgment and knowledge of proposal goals to appropriately consolidate, evaluate, and incorporate reviewer feedback on proposal sections;

  • Serve as the proposal team’s expert on project requirements and ensure compliance of both solutions and final submissions;

  • Participate in the collation, assessment, and submission of questions on all RFIs, RFPs, and RFQs;

  • Monitor progress of the business/pricing volume(s) to ensure they are on track and aligned with the technical proposal;

  • Conduct post-submission “lessons learned” discussions to identify and implement ways of improving the proposal process;

  • Provide daily supervision and opportunities for long-term professional growth for proposal writers;

  • Manage Business Development resources to ensure sufficient proposal response capacity while minimizing staff downtime during periods without an active proposal; and

  • Document and transition knowledge of the key proposal requirements and promises to the contract transition team.


  • Demonstrated understanding of Federal government contracting and the proposal development process;

  • Expert level writing and editing skills;

  • Demonstrated experience managing collaborative teams, especially teams consisting of both subordinates and senior executives;

  • High-level project management skills, including creating and managing a production schedule;

  • Outstanding oral and written communication skills;

  • Ability to read, understand, explain, and ensure compliance with complex project requirements;

  • Ability to understand new information and ideas and evaluate their impact on current processes, approaches, or project solutions;

  • Ability to prioritize and manage multiple tasks and projects to meet all deadlines;

  • Strong understanding of best practices in desktop publishing;

  • Advanced knowledge of Microsoft Office; and

  • Bachelor’s degree and five years of work experience.

This is a full-time, standard business hours position located at MVM’s corporate headquarters in Ashburn, Virginia. Some additional night or weekend hours may be required in the lead up to proposal deadlines.
