The Chem-Bio Senior International Engagements Advisor directly supports the Strategic Engagements Lead (GS-15/O-6) and provides international strategic engagement expertise to the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (DASD(CBD)) to assist in the oversight of the Department’s Chemical and Biological (CB) defense Portfolio.  Support will involve a wide range of activities, to include:

  • Develop and propose solutions to critical problems by creating metrics-based actionable strategies, implementation guidance, and oversight plans to enable the government to continuously monitor international cooperation and activities.

  • Assist the ODASD(CBD) with the consolidation and coordination of policy or technical positions of the Military Services, Defense Agencies, Joint Staff, Commanders of the Combatant Commands, Intelligence Community, and other US governmental agencies on chemical and biological defense international and/or interagency matters.

  • Provide technical and professional expertise and advise in the development of read-ahead, point papers, issue papers, and staffing packages to ensure ODASD(CBD) awareness of significant, relevant, and related issues supporting international and interagency efforts.

  • Develop and maintain a coordinated chemical and biological defense strategy for international engagements.

  • Support and coordinate the staffing and oversight of chemical and biological defense international agreements, e.g., Memoranda of Understanding, Memoranda of Agreement, Project Agreements, Equipment and Material Transfers, Foreign Military Sales (FMS). Provide technical expertise, analysis, and advise on the use of, and distinctions between, such agreements.

  • Provide technical expertise and advice to ensure ODASD(CBD) compliance and efficient utility of Foreign Disclosure processes.

  • Provide technical expertise to ODASD(CBD) in the timely and efficient processing of requests and vouchers for the use of Official Representation Funds.

  • Provide technical expertise to support receiving/sending Foreign Visit Requests, Country and Theater Clearances, etc.

  • Draft and coordinate the Chemical and Biological Defense Program (CBDP) International Annual Report.

  • Serve as a qualified subject matter expert in the field of international project management, to include International Traffic in Arms Regulation (ITAR), FMS, and foreign disclosure.

  • Serve as a subject matter expert in relevant policy, cultural, and current affairs issues for the CBDP’s primary international partners.

  • Draft international agreements, requests for ITAR exemption, foreign disclosure requests, and related documents.

  • Support international engagements (meetings, site visits, teleconferences).


The following skills and experience are required for this position:

  • Must possess the minimum of an active SECRET security clearance.

  • Prior experience with the development of international agreements.

  • Prior experience with ITARs, FMS, and foreign disclosure. 

  • Prior experience with the Chemical and Biological Defense Program is highly desirable.

  • Prior program management experience is desirable.

  • Recent experience with the DoD Correspondence and Task Management System (CATMS) system is highly desired.

  • Prior experience leading or managing international engagements is desired.

Must have a minimum of a bachelor’s degree in physical or life sciences, OR a minimum of five years chemical or biological defense experience.
