Primary Role

This position is responsible for the development of a strategy for the optimization of performance and useful life for Production Assets, Facilities, and the Optimization of Production Processes.  Working with the Sr. Director of Operations, the Sr. Managers of Operations and the Sr. Director of Business Performance, support the effective execution of the strategy.  Responsible for evaluation, technical assistance, prioritization, deployment and analysis of: technology solutions, asset optimization solutions, engineering and capital solutions, operation and treatment processes, maintenance services and solutions, and staff training and development.

Key Accountabilities

  • Develop and implement a strategy for operations teams to operate production, treatment and source water assets in the optimal fashion to minimize disruptions and costs to customers. Develop strategies and implement best operating practices to promote continuous improvement, innovation, cost control, operational readiness, reduce disruptions and deliver excellent customer service. Provide strategic and tactical operational input to business plans, operational plans and capital plans in support of the Sr. Managers of Operations. 

  • Proactively manages high value maintenance activities. Interacts with Engineering, Operations, Business Performance, Contractors, Vendors and Management personnel to develop, implement, analyze, report and ensure maintenance programs and efforts meet operational needs and business goals.  Provide expertise, prioritization, evaluation, analysis, training and deployment of: new technology, best practices, pilot programs, and company initiatives. 

  • Work with the engineering staff to develop the strategy and priorities for capital investment programs for production, treatment and source water assets, and drive the effective implementation of such programs. 

  • Act as a key focal point for the capture and communication of production, treatment and source water asset information (e.g. location, condition, etc.) Monitor and provide analysis of budgets and operating metrics for management needs. 

  • Support the business development functions by assisting in due diligence and operational analysis, and ensure effective integration and performance of acquisitions. 

Knowledge / Skills

  • Extensive knowledge of the regulated water and/or wastewater utility business and its operations.

  • Knowledge of the assessment of operating practices and the establishment of best practices.

  • Broad knowledge of Water Production, Wastewater Treatment, Source Water Management, Engineering, Project Management and construction management practices.

  • Good working knowledge of regulatory developments, new technology and current trends in water production and wastewater treatment, source water management and other related water resource management disciplines.

  • Experience with current Production, Treatment and Maintenance tools –CMMS, Water Quality testing and monitoring, source water protection, management and monitoring, predictive maintenance tools, etc.

  • Knowledge of applicable state and federal regulations.

  • Knowledge of company procedures, policies and operations.

  • Knowledge of employee relations, applicable safety and environmental regulations, federal and state water quality and design regulations and technical standards.

  • Computer literacy.  Strong skills in the use of word processing, spreadsheet, flow-charting, project scheduling.

  • Good verbal and written communication skills (e.g., presentation, listening, report writing).

  • Financial analysis skill, including budget management and comprehensive accounting knowledge.

  • Strong team-working skills and ability to manage/produce in a culturally and geographically diverse, multi-company, matrix organization.

  • Excellent planning, organization and time management skills as an individual and as a manager.

  • Experience in challenging processes, decisions and plans at levels up to senior management.

Experience / Education

  • Minimum of 8 yrs. water and/or wastewater utility experience, with 4 years of Production experience.

  • Bachelor's degree in operational discipline, management or related discipline, or equivalent experience.

Licenses & Certifications

Must have and maintain a valid Pennsylvania Driver License.

Water and Wastewater Operators Licenses preferred.

Travel Requirements

Up to 25% travel throughout area of responsibility.
