Position Title:  Program Manager- Fiber Network Capital Management - 7E


Position Summary

As a Program Manager on the Fiber Network Capital Management team you are responsible for building out the processes and tools necessary to prioritize, monitor and report on the approved capital budgets associated with CCF projects. In this role you will be responsible for creating the process and tools ecosystem through which the Fiber Network Capital Management team will use to: develop budget strategy, plan, measure/ track performance, maintain financial control, and report outcomes. You will be required to work cross-functionally to establish/update standard operating procedures (SOP), oversee processes and systems to support effective monitoring and accountability of the capital budget.


Essential Job Functions

  • Partners cross-functionally within CCF to develop processes for project level capital allocation.

  • Establish financial and project tools and SOPs as needed to demonstrate program/project progress against the approved budget in partnership with CCF teams.

  • Analyze financial information (e.g. revenues, expenditures and cash management) in partnership with CCF teams to ensure projects are within budget and meet forecasted return on investment (ROI).

  • Utilize contracting data, general ledger reports, and other available financial and project information in order to determine strategy and decision-making.

  • Accurately and reliably communicate program status, benefits and issues reports to inform appropriate stakeholders throughout project lifecycle.

  • Proactively identify and and partner to mitigate risks to the capital budget and pursue opportunities to improve performance with key stakeholders.

  • Partner cross-functionally within CCF on process and tools to enable financial process controls for nascent projects with goal of increased revenues, cost avoidance, and cost savings.

  • Support the identification, categorization, scoping of impact, creation of a project justification/testing plan, vendor negotiation, impact reporting and project rollout planning of multiple projects simultaneously

  • Drive rollout planning and strategy of successful projects in partnership with CCF team

  • Facilitate the development, documentation and communication of long-range plans, objectives, goals and strategies of the Business.



  • Bachelor’s Degree in Business or Accounting/Finance preferred


Experience/Minimum Requirements

  • Five (5) years of combined experience in accounting and reporting roles

  • Knowledge of GAAP and financial reporting

  • Demonstrated ability to prioritize, organize and work effectively in deadline-driven environment

  • Understanding of the telecommunications industry as well as experience developed within other industries is preferred

  • Experience in requirements gathering, scope drafting, resource organization, task prioritization, scheduling, and achieving objectives on schedule and within budget

  • Knowledge of MS Excel (specifically, advanced formulas, pivot tables and charts) including experience building complex financial models

  • Familiarity with forecasting methods and data analysis

  • Strong analytical and problem-solving skills

  • Demonstrated ability to recognize problems, recommend solutions, and collaboratively implement changes

  • Excellent communication skills, and the ability to interface effectively with all levels within the organization, including executive and senior management teams

  • Ability to explain budgeting and financial information in plain terms

  • Experience with Oracle Financial system or similar ERP systems

  • Experience with multiple unit reporting entities

  • Ability to travel domestically as required
