Job Description:

The primary purpose of the Director of Core Systems Development is to plan, coordinate, and supervise all activities related to the design, development, implementation of the organization's core systems analysis and development functions. This individual manages the development team supporting the core claims system applications and integration into other product lines as required by the business units. They will consult with departmental managers, direct and guide all development activities, review project requests, timelines and develop cost estimates. The Director will also develop, distribute, support, enforce, and integrate best practices and technology standards across the organization. They will create functional strategies and specific objectives, as related to application development functions and will assist in defining IT policies, procedures, and provides input into long-range planning for the enhancement, upgrade or change in the corporately developed core information systems. The Director develops plans for the organization in conjunction with standards established by management, contractual requirements, URAC and HIPAA standards and other related security regulations.

Responsibilities and Duties


  • Organizing and Directing - determines the organizational structure of the unit and establishes departmental roles and processes to achieve corporate goals. Position oversees the internally developed managed care core information systems and ensures compliancy with state contracts and URAC guidelines are in place.

  • Planning - works with management to establish project plans and goals for information technology needs. This position will conduct research, analyze data, and make recommendations regarding administrative, organizational, and operational problems; Prepare appropriate written manuals and other documents for computer program workflows, applications, and procedures.

  • Reviewing Work - reviews projects that are being handled by the Core Systems Development Unit and determines priorities, deadlines and ensures satisfaction of corporate business users in relation to these projects.

  • Supervision - may supervise the web/application developers, database administrators, quality engineers, and business analysts, as appropriate to fulfill the duties and direction of the SVP/CIO. As vacancies occur the Director will be involved in recruitment, interviewing and recommending applicants for employment. They will provide the appropriate supervision, direction and technical advice to departmental staff and directs the professional development and training of staff; They will provide employees' performance evaluations in accordance with

  • MCO protocol including addressing complaints, resolving problems and incorporating progressive discipline measures.

  • Counseling and Disciplining - handle most problem situations that arise with subordinate employees independently. Serious disciplinary actions will be dealt with higher level management.

  • Budgeting - assist with the development of an annual budget of IT needs and the justification behind these needs. They will provide cost forecasts of all database processing activities, and evaluate and recommends acquisition of new equipment and software, as related to the application development activities of the organization.

  • Training - helps determine the IT training needs of the organization and provides/assists in securing training for staff when needed. Provide mentoring to IT staff. Develops techniques and methods for assisting all data processing users; Develop, organize, supervise and assesses training programs on new and revised systems and procedures; Respond to user needs for assistance in utilizing software applications.

  • Policies and Procedures - participates in the establishment and maintenance of the IT policies and procedures, as related to the application development activities at Alliance.

  • Communications - effectively communicates relevant IT-related information to other managers, serve on agency teams/committees to assure technical needs and capabilities are addressed effectively. Informs and advises the SVP/CIO and Senior Management on matters associated with data processing activities.

  • Security - exercise security measures and modify core systems and network user security as user access needs change to protect the confidentiality of data and information.

  • Serves on Alliance's Senior Management Team.

  • Performs related tasks as required or requested by the SVP/CIO.

  • Leads team activities toward meeting the organizational vision, mission and goals.

  • Participates in leading strategic change within and outside the organization to meet organizational goals. Works to establish and implement the organizational IT vision in a continuously changing environment.

  • Drives results by producing high-quality products, applying technical knowledge, analyzing problems and calculating risks.

  • Participates in building coalitions internally and with other federal, state, and local governments, nonprofit and private sector organizations.

Requirements

Associates Degree Computer Science, Business Administration or a related field and more than four (4) years’ experience with increasing responsibilities in managing and supporting information technology in a healthcare setting; or an equivalent combination of education and experience that provide the essential knowledge and abilities to perform the job.

Military experience and education in the field of work related to the position's role may be substituted on a year-for-year basis.

Preferred Training/Experience:

Bachelor’s degree from an accredited college or university with major coursework in computer science, business administration or related field, supplemented by specialized courses in the currently used equipment and programs and minimum of five (5) years of professional experience in information technology with increasing responsibilities for management and support of healthcare information systems and information technology. Including minimum of two (2) years supervisory experience of a major IT operation.

Specific training in software applications used by Alliance MCO is a plus.

Salary Range

$96,556 - $166,218
