Position Summary


The Government Relations Specialist provides assistance and administrative support to the Regional Government Relations team. Primary responsibilities include researching, preparing, and submitting Authorizations Analyses to the Government Relations Manager for each prospective opportunity.  The Government Relations Specialist interfaces with local jurisdiction staff as part of researching and implementing relevant processes for network requirements and to secure requisite authorizations.

Essential Job Functions



  • Provides support with all aspects of preparing and securing entitlement applications and agreements as needed for installation of Crown Castle facilities within the public right of way

  • Assists in researching and preparing Authorizations Analyses detailing the applicable process and associated costs and timelines for each jurisdiction contemplated in new project opportunities

  • Use mapping database to correlate facility placement with jurisdictional boundaries

  • Assists in the negotiation of right-of-way use agreements as needed in accordance with Crown Castle standards and parameters

  • Maintains relationships and negotiates with municipalities and manages all aspects of complying with conditions of approvals from municipalities for installation, operation and maintenance of Crown Castle facilities. Will also be called upon to interface with municipal staff and to effectively problem-solve and communicate in support of our networks

  • Serves as liaison between Crown Castle’s district Government Relations group and Implementation group to obtain, administer and ensure compliance with general conditions of approvals at permit and construction stages of the project, meeting project timelines

  • Support the Network Real Estate regional team on review of agreements and review of municipal code and/or zoning ordinance changes in collaboration with counsel in the course of Crown Castle installing and maintaining facilities and operating its networks

  • Provides research and advice to internal clients regarding access rights, permitting, and project deployment

  • Interact with customers and vendors to ensure proper communication on and coordination of various project-related initiatives

 


Education/Certifications


 



  • Bachelor’s degree or equivalent experience

 


Experience/Minimum Requirements



  • Two (2) to four (4) years proven experience working in a municipality in a Planning, Zoning, and/or Land Use capacity or Wireless Industry required or equivalent in a comparable industry or relevant military experience.

  • Experience deploying distributed network systems within the context of deploying telecommunications networks within the public way preferred.

  • Basic knowledge of MapInfo or similar GIS database preferred.

  • Experience in presenting and speaking to the public and governmental entities desired.

  • Must be experienced in navigating corporate environment and working within a corporate group context.

  • Experience working with design teams, facilitation of permit drawings and construction documents related to outside plant construction required.

  • Experience in constructing and administering effective community outreach programs desirable.
