Department Overview

The Oregon Center for Children and Youth with Special Health Needs (OCCYSHN) is within the Institute on Development and Disability at OHSU. OCCYSHN administers the Oregon Family to Family Health Information Center (OR F2F HIC), a project of the Maternal and Child Health Bureau. OCCYSHN, which serves as the Title V CYSHCN program for the state of Oregon, works in close collaboration with the efforts of the OR F2F HIC. The OR F2F HIC's function, in turn, contributes to the attainment of the mission of the MCHB funded Title V CYSHCN program. The purpose of the position is to act as the OR F2F HIC Bilingual Training and Outreach Specialist.

Function/Duties of Position

Families of children and youth with special health care needs (CYSHCN), especially those for whom English is a second language, face challenges in navigating the systems of services they depend upon, including (a) finding community resources, (b) understanding insurance and eligibility requirements, (c) knowing effective strategies for navigating service systems, and (d) assuring quality care. Embracing family-centered care and cultural competence as core values, the OR F2F HIC project improves access to health information and services for CYSHCN and their families through a network of Parent Partners and in partnership with providers and state and community partners. This position will support the Parent Partners under the direction of the Principal Investigator (PI). This position will ensure coverage of the Spanish and English OR F2F HIC lines. This position is responsible for adapting/writing/delivering culturally-appropriate training curricula for Spanish speaking families on the subjects of health care advocacy, resources, transition, and other disability-systems-related subjects. It is responsible for conducting small group listening sessions for parents to understand systems barriers and reporting this information to Principal Investigator and OCCYSHN for quality improvement purposes. This position is responsible for contributing to the project evaluation through timely and accurate collection and reporting of project data.

Required Qualifications

  • Bachelor's degree with no experience OR Associate's degree with 3 years of relevant experience
  • Bi-lingual in Spanish reading and writing is required.
  • Experience translating, reviewing, or developing training curriculum in Spanish.
  • Experience parenting a child with special health-related needs is required.
  • Experience training families or consumers in small group settings.
  • Knowledge of community support systems and resources.
  • Effective communication skills in Spanish and English
  • Positive collaboration and team building skills


Preferred Qualifications

  • At least 4 years' experience in working with families and consumers in a health care setting.
  • Experience training families or consumers in small group settings.
  • Knowledge of Oregon health care systems.
  • Knowledgeable about children's mental health issues and systems.
  • Demonstrated public speaking skill to both large and small groups.
  • Ability to create promotional materials in Spanish or English.
