Michael Baker International's Harrisburg, PA office is seeking a Transportation Technical Consultant to support, help grow and diversify its technical and business analyst services delivered to the Pennsylvania Department of Transportation, and municipal and regional transportation authorities throughout Pennsylvania and beyond.

The Technical Consultant will work with a dynamic and diverse team of design and construction engineers to support Michael Baker's extensive and growing portfolio of transportation related data analytics projects and services.

The successful candidate will be expected to:

  • Consult with clients to ascertain and define needs or problem areas and determine scope of investigation required to obtain solution

  • Advise client and engineers on alternate methods of solving need or problem or recommends specific solution(s)

  • Conduct research and prepare technical planning reports

  • Analyze data to determine solution such as installation of alternate methods and procedures, changes in processing methods and practices, modifications of machines or equipment, or redesign of products or services

  • Practice excellent oral and written communication skills for preparing and presenting reports and projects

  • Possess strong analytical skills and the ability to work independently as well as in multi-disciplinary teams

  • Perform a moderate level of travel throughout Pennsylvania and beyond and must maintain a valid driver's license.

  • Develop and maintain project management office (PMO) documentation

  • Analyze stakeholder data, prepare requirements traceability matrix and other requirements-related work products

  • Design and improve processes

  • Define requirements for software tools for developmental staff

  • Test against requirements

  • Integrate systems and manage projects of selected development efforts

  • Review engineering and software application designs

  • Use software tools to gather requirements, analyze needs, identify risk, propose designs, write documentation and conduct financial analysis


  • Scrum Fundamentals Certification (SFC) is required.

  • Proficiency in Microsoft Office Suite (Microsoft Word, Excel, Access, PowerPoint, and Outlook)

  • Four-year or advanced degree with 10 or more years of experience in Business, Functional, & System Requirements, Product / Project / Program Management, Communications, Documentation, Process Improvement, Quality Control & Testing, Post Implementation Support, Instructional Design, Development, Delivery
