GHD is currently searching for Senior Proposal Manager to lead U.S. Federal Government pursuits and proposal activities and manage the development and implementation of pursuit plans and strategy. This position can sit in Chantilly, VA, Bowie, MD or the Northeast corridor. Key areas of responsibilities include: Manage the proposal efforts for our U.S. Army and other U.S. Federal Agency clients on the east coast Lead proposal strategy discussions and kick-off meetings for large pursuits and ensuring strategic win themes are effectively incorporated throughout the proposal Track Small Business participation and coordination of our federal CPARS and other client surveys Drives development and manages proposal team (technical leader, marketing coordinator, graphics, etc.) Manage capture and proposal teams through the development and production process from start to finish Collaborates with team in the development of various proposal sections including Management, Personnel, Executive Summaries, and/or other Volumes as assigned Facilitates Pink, Red team, and other reviews Facilitate production and delivery of finished product, while complying with all RFP requirements Lead interview strategy discussions Manage the interview development and production process from start to finish
Clients Leads and engages in project specific and client capture planning with the RBDLs and key Technical Leads Engages in the interview process to meet all client needs and align proposal themes and messaging with the knowledge collected throughout the positioning phase Attends interview preparation and practice sessions; supports the team with presentation skills and delivery Attends client pre-proposal and debrief meetings; shares lessons learned and best practices across teams Coordinate debriefs if available and possible
People Manages proposal team to stay on schedule Mentors and engages Proposal Coordinators and Proposal Specialist during proposal development Manages Graphic Design support during proposal and interview development Drives development and manages proposal team (technical leader, marketing coordinator, graphics, etc.)
Key Performance Indicators Manage the successful development of compliant, competitive, cogent, and compelling proposals through effective collaboration across teams Prepare and lead consistent and efficient proposal kick-off meetings, group status calls, ensuring activities adhere to the Proposal Development Plan Ensure the high-quality content and appearance of final proposal deliverables
Competencies: Ability to manage and work effortlessly with Technical Leaders in any market and service line Proven leadership and strategy development skills Confident personality with the ability to think strategically and help teams develop sound marketing, pursuit and proposal strategies Excellent communication skills both written & oral, good negotiation, problem solving, presentation, planning and time management skills Superior organization and follow-through skills. Flexible and able to meet challenging deadlines Excellent organizational skills required with ability to multi-task and prioritize Ability to handle multiple projects simultaneously and adapt to changing priorities and assignments Extensive expertise and skills in the proposal process Enlists the support of team to carry-out tasks of a proposal Participate in industry organizations that help build GHD brand, e.g. Association of Proposal Management Professionals (APMP), Society of Marketing Professionals (SMPS), Society of American Military Engineers, and American Marketing Association (AMA)
Minimum Qualifications Bachelor or Master's degree in English, Business, Communications, Journalism, Marketing, or related major US Army and other US Federal Agency An in-depth understanding of the Federal Procurement process and the Federal Acquisition Regulations (FAR). Experience with A/E Proposals with Standard Forms (SF330) and Brooks Act requirements Minimum 15 years of experience leading the proposal process from prepositioning phases through interview and driving teams to develop complaint and competitive bids for an engineering, construction or professional services organization Proficient in marketing techniques (layout, graphics, strategy-to-win) Proficient in Microsoft Word, Excel, PowerPoint, Visio Proficient in Adobe Creative Cloud Word, Excel, Outlook, PowerPoint, Photoshop, InDesign
