Working under the supervision of the Director of Health and with other staff, the Administrative Assistant oversees and manages all office procedures for the three towns within the Plainville-Southington Regional Health District.Distinguishing Features:This work involves performing advanced clerical, bookkeeping and basic accounting, and other office duties of complexity within a specialized department. This position differs from clerical positions of a lower class by virtue of its requirements for additional office management and independent decision-making skills, as well as accounting skills.Responsibilities:1. Manage all district accounts receivable/accounts payable utilizing QuickBooks or other accounting software, including receiving, recording, checks/cash receipts, bill payments, deposits, federal and state requirements.2. Reconcile and balance all accounts.3. Follow up on problems with payments, i.e., returned checks, late payments, etc.4. Maintain complete filing system to support financial records.5. Track and maintain inventory records.6. Process payroll and track attendance records.7. Coordinate all permits and registrations for food service establishments, SSDS (septic), wells, public pools, and salons, including mailings, fee collection, and recording.8. Maintain confidential infectious diseases database.9. Manage and record all records and inspection reports.10. Handle or direct all health-related inquiries from the public and town employees.11. Prepare department reports based on data maintained.12. Participate in coordination of town-wide influenza vaccination clinics.13. Ensure that staff maintain schedules and complete records.14. Assist with budget preparation.15. Assist with audits.16. Prepare and transmit annual non-wage withholding forms for state DRS and federal IRS.17. Maintain HIPAA compliance and process FOI requests.18. Assist Director in maintaining security and completeness of all official records.General Duties:1. Answer phones and screen calls.2. Greet and assist visitors.3. Manage calendar for Director and office.4. Open, sort and distribute incoming correspondence.
