Regional M/W/DBE Diversity Manager at Dragados in New York, New York

Job Description:

SUMMARY

This role will focus primarily on corporate supervision of Dragados' multiple project-level MBE/WBE/DBE Programs across the eastern United States.

RESPONSIBILITIES
  • Project support and monitoring responsibilities:
    • Supporting and overseeing the project-level M/W/DBE staff, including monitoring their performance either by personal observation or by review of project documentation.
    • Developing, coordinating, and conducting, as appropriate, project-specific training regarding the MBE / WBE / DBE program.
    • Monitoring the performance of project-level M/W/DBE staff in meeting the goals established by each contract for the entire life of the project, including reviewing and auditing documentation in project-level M/W/DBE folders and files, assessing the sufficiency of Good Faith Efforts and meeting with the project M/W/DBE Managers to review the M/W/DBE Participation Plan and the progress of the participating firms
    • Pushing M/W/DBE goals and contractual EEO requirements down to subcontractors and vendors by performing training, scrutinizing contracts and purchase orders and conducting field audits and CUF evaluations
    • Meeting regularly with project field staff to discuss the M/W/DBE utilization plan and the applicable rules and regulations related to M/W/DBE participation at the Project. Working with the project staff, including the Project Manager, the Procurement Manager and the project M/W/DBE staff to assure that the project reporting and the processes in place are adequate to comply with DBE regulations.
    • Meeting regularly with project-level, agency-level and state-level staff and regulators to discuss project and Dragados performance, and to support the company in any disputes related to the DBE program.
    • Auditing project specific compliance with company MWDBE Policy and Procedure Manual in accordance with internal control audit checklists
    • For those projects without specific M/W/DBE staff, coordinating with Purchasing staff to identify available M/W/DBEs for each project that requires MBE / WBE / DBE participation and to determine the appropriate unified directory of certified firms maintained by the State and Federal governments to use as the primary source to solicit certified capable firms
    • Incorporate industry best practices, conduct internal and external bench-marking, and establish standards, key measures, and metrics; work with Leadership and Compliance to conduct assessments in accordance with the Company's MWDBE Policy and internal control audit checklists.
  • Regional level responsibilities:
    • Summarizing the project performance related to the M/W/DBE program and preparing executive level reports.
    • Monitoring the production of proposals and bids in the region to assess compliance with M/W/DBE regulations. Support the bidding department in producing compliant proposals.
    • Coordinating with the Bidding Department to identify available M/W/DBEs for each proposal that requires MBE / WBE / DBE participation and to determine the appropriate unified directory of certified firms maintained by the State and Federal governments to use as the primary source to solicit certified capable firms
    • Keeping current with MBE / WBE / DBE minority business best practices and representing the company in commercial networking events and forums in an effort to increase minority business participation
    • Reviewing the vetting of subcontractors and vendors
    • Coordinating closely with the Compliance Department in order to identify potential risks
    • Coordinate with Project staff to identify available M/W/DBEs for each project that requires MBE / WBE / DBE participation and to determine the appropriate unified directory of certified firms maintained by the State and Federal governments to use as the primary source to solicit certified capable firms
    • Develop, coordinate, and conduct, as appropriate, company-wide or project-specific training regarding the MBE / WBE / DBE program
    • Monitor the performance of M/W/DBE staff in meeting the goals established by each contract for the entire life of the project, including reviewing and auditing documentation in project-level M/W/DBE files, assessing the sufficiency of Good Faith Efforts and meeting with the project M/W/DBE Managers to review the M/W/DBE Participation Plan and the participation and the progress of the participating firms
    • Keep current with MBE / WBE / DBE minority business best practices and representing Dragados USA in commercial networking events and forums in an effort to increase minority business participation.

QUALIFICATIONS

Required
  • Bachelor's degree required
  • Minimum 5 years' experience managing a corporate M/W/DBE program or 7 years of project-level M/W/DBE program management experience
  • Strong preference for EEO or Affirmative Action experience (e.g. FHWA 1273, EO11246, minority and female hiring goals)
  • Strong knowledge of construction industry, particularly infrastructure construction bidding and delivery methods
  • Demonstrable knowledge of a variety federal and state regulatory practices, particularly DOT and USACE
  • Strong knowledge of various minority business rules, regulations and practices, such as SBE, LBE and HUBZone
  • Excellent research skills and ability to read and scrutinize contract documents Excellent organizational and prioritization skills
  • Excellent written and verbal communication skills
  • Excellent training and presentation skills
  • Ability to work independently with minimal supervision
  • Ability to be flexible and change directions to meet Company needs
  • General knowledge of computer applications: Microsoft Office Suite, etc.
  • Ability for travel of approximately 50% to Company's project sites and local networking/outreach events
  • Experience managing complex public DBE projects

Preferred
  • A minimum of 10 years of Disadvantage Business Enterprise, (DBE) experience preferred
  • Exposure to public procurement, implementation and compliance, highly desirable.
  • Experience with apprenticeship programs
