This position a nalyzes, organizes, plans, and administers various phases of day-to-day overseas personnel and program logistical support for one or more programs. Analyzes customer usage data, customer requirements compliance, customer operation characteristics. Coordinates and overseas day-to-day implementation of required support and vendor management.

The duties include, but are not limited to: drafting relevant and up to date procedures, coordinating daily logistics and operations, vendor management, budgetary projections for business line(s), reconciliation of invoices and budgets.

Primary Responsibilities:
  • Leads the development of business line budgetary estimates and projections.
  • Assists in the development of policies, guidelines, and procedures to ensure quality and cost control.
  • Handles invoice reconciliations to ensure all funding is available to perform required services, and prepares and submits additional funding requests to the client when needed.
  • Identifies, prioritizes, and assesses key logistics assets.
  • Coordinates day-to day activity for efficient execution of business line logistical functions and program delivery.
  • Coordinates market research, solicitation, evaluation of vendor offers, performance of technical reviews, making procurement recommendations, and performing vendor liaison and management from award through delivery.
  • Overseas vendors for arrival and receipts of services.
  • Provides oversight for the compliant administration of subcontracts.
  • Establishes and maintains primary contacts with the customer program staff.
  • Serves as liaison between the Department of State and its suppliers.
  • Serves on committees, councils, and teams such as vendor bid evaluation and business development.
  • Works with and understands modern financial management and accounting systems, office work software suites (such as Microsoft Office).

Supervisory Responsibilities:

This position currently does not have a supervisory role for direct reports.

Education and/or Experience:
  • Bachelor's Degree in business management or a related field and;
  • Minimum 5 years professional experience both at field operating level and in a progressively larger services contractor organization.
  • Experience can be substituted for the degree with two years of experience equivalent to one year of college or specialized education.
  • In depth understanding of overseas logistical management, camp operations and support roles.
  • Must be knowledgeable and understand Project Cost Management processes involving planning, estimating, budgeting, and controlling costs.

Knowledge, Skills, and Abilities:
  • Must possess a passion for quality customer service and communications skills and ability to convey same to client.
  • Must possess a strong interest in identifying opportunities for improvements to support the client's mission and participating in the requirements definition and presentation to offer additional services to the client or related clients.
  • Ability and desire to work in a small team environment and to pick up diverse duties on a temporary basis that are not otherwise covered.
  • Must be able to understand and apply basic mathematical and statistical principles and processes involving planning, estimating, budgeting, and controlling costs and be able to identify and understand cost and budgeting procedures and cost analysis.
  • Ability to think strategically and work towards meeting short term tactical goals and long term strategic goals. Sound business ethics and consistency in words and actions.
  • Ability to travel overseas on short notice to conduct support mission at site locations. Travel may be to remote and hardship areas which may require remaining in place for up to several months in duration.
