innovation program within our Health Care Quality & Affordability function
called Health Reimagined where we will be piloting bold transformations in
select ecosystems in California in service of our mission.

The
Director, Strategic Partnerships and Implementation is a multi-faceted role,
reporting directly to the Senior Director, Strategic Partnerships and
Implementation on the Healthcare and Community Health Transformation team. The
Director, Care Strategic Partnerships and Implementation will be part of the Health
Care & Community Health Transformation leadership team and is responsible
for delivering the model within an assigned region. The Director will also help
shape the strategic direction of the program. Specific to the assigned region,
the Director, Strategic Partnerships and Implementation will be the main point
of contact with our provider and other ecosystem partner(s) and will ultimately
be responsible for the success of the pilots and achievement of objectives and
agreed upon outcomes. In order to be successful, the Director, Strategic
Partnerships and Implementation will need to artfully and effectively
coordinate the care transformation, operations and technology workstreams at each
pilot site, engage with and incorporate external partners in the ecosystem, and
partner with a range of stakeholders within Blue Shield of California
including, but not limited to Enterprise Analytics, Customer Experience,
Provider Partnerships & Network Management, Government Affairs and Finance
teams.

Specific Responsibilities Include:


- Oversees
the success of the various pilots in a specific region with provider and
community partners (may include hospitals, providers, employers, community-based
organizations, and other external stakeholders).

- Manages the planning, design, and overall
implementation of the Healthcare and Community Health Transformation and
Health Reimagined workstreams in the pilot location including engagement,
collaboration and coordination with internal and external partners.
Ensures all plans align with the Health Reimagined plans and overall
design.

* Lead strategy,
planning, and execution around business improvements opportunities with our
Provider Partners. Help draw alignment on opportunities to optimize business
models, incentive systems and performance management tools.


- Engages in comprehensive stakeholder
engagement and environmental analysis in pilot location to identify needs
and opportunities, existing resources, and gaps.

- Establishes relationships and clear communication
channels with all stakeholders including participants, employers,
consumers, community resources, government and agency.

- Creates clear, ongoing process for input,
escalation, and re-design enabling an agile, evolving process with ability
to quickly adjust and pivot to meet pilot objectives.

* Provide inputs
on business models, incentive systems and performance management tools. Support
engagement with business owners to assess and evaluate specific
recommendations.

*
Defines
highly complex business and customer needs and provides analysis toward
operational efficiency and drives change within the organization.

* Uses system
thinking to facilitate the transformation of new innovative capabilities into
the care delivery model and fundamentally shift the cost, quality or experience
from the model


- Upon successful completion of the pilot
reviews, evaluates and reports out on successes, opportunities for
improvements and learning that can be leveraged to scale or for other
pilots.

- Contributes to the overall strategy of the Health
Reimagined program and Healthcare and Community Health Transformation
strategy in partnership with other key leaders.

* Manage a high
performing team.


- Ability to travel up to 50%

Qualifications

Minimum
Education & Experience Requirements:


- A
minimum of a Bachelor's degree; Master's degree preferred

- Minimum of 8 - 10 years of related
experience.

- Healthcare operations leadership, or Lean
Sigma, Six Sigma or experience with business process management, or
improvement methodologies a plus.

- Travel up to 50% (mostly within Southern
California with occasional travel to main corporate office in Oakland and other
locations)

Candidate
Profile


- Prior
operational experience.

- Experience working in a health system, with expertise
in a clinical setting preferred.

- Experience working in community-based
organizations/services preferred.

- Exceptional verbal and written communication
and program/project management skills, including an ability to communicate
effectively at an executive level.

- Trustworthy and candid.

- Ability to prioritize and manage work and
trade-offs against critical project timelines in a fast-paced environment.

- Available beyond regular office hours as
needed to meet with Physicians and other key stakeholders.

- Excellent influence and engagement skills in
building alignment and accountability without formal ownership or
authority over talent resources.

- Ability to build strong and sustainable
trusting relationships and the capability to interact within all levels of
the organization, internally and externally.

- Ability to work cooperatively and
strategically in a team environment with all levels of professional,
technical and administrative staff and to integrate resources on a timely
and organized basis.

- Acumen to handle complex situations and
multiple responsibilities simultaneously with the urgency of immediate
demands on the operations.

- Strategic thinker who has an eye for detail,
is organized, and can manage multiple programs simultaneously.

- Strong communicator, PowerPoint/Storyboarding
skills. Ability to present information clearly and concisely to various
audiences.

- Ability to deal with highly confidential
information and act as a liaison between the business leader and other
constituencies, both internal and external.

Physical Requirements

Office
Environment - roles involving part to full time schedule in Office Environment.
Based in our physical offices and work from home office/deskwork - Activity
level: Sedentary, frequency most of work day.
