The Community Corrections Manager for ICE-GTMO has the primary responsibility for the on-site supervision of all MVM employees, the assurance of total contract compliance, the adherence to operational budgets, effective client relations, productive employee and labor relations, and the effective operation of the Contract.
Essential Functions & Responsibilities:
Ensure that he/she has read and is familiar with MVM’s Contract with ICE and has a copy of the Contract available for reference.
Ensure that both the Client’s and MVM’s policies, procedures and processes are implemented and adhered to.
Establish a strong working relationship with all involved parties to include ICE, DOS, CIS and NAVSTA
Oversees the implementation of all SOP’s, Post Orders, Emergency Plans, NAVSTA 5500 1b. and all other contractual requirements and assure that they are carried out in accordance to include all modifications, etc.
complete knowledge of the Contract and PWS as directed by the contracting client ICE and DOS as well as understanding Naval Base rules.
Monitor contract performance through the implementation of relevant and effective management matrices and reports.
Ensures that all posts are filled and all staff has read their post orders and are knowledgeable of their required duties
Oversees record retention for both MVM and migrants and endure they are completed and filed correctly.
Ensure that the APM develops, implements and monitors employee development and enhancement projects.
Visit the sites and officers working nights, holidays and weekends.
Respond to officer’s issues in a timely manner and insisting the same from every member of the command team.
Imposing verbal and written counseling, reprimands, and remedial training in a fair and consistent manner.
Adhere to and implement MVM’s policies and procedures on the ICE-GTMO Contract.
Ensure an effective inventory control system for all MVM and government furnished property assigned to the Contract.
Understand the operating budget and work diligently to adhere to it
Follow MVM audit procedures, ensure that a comprehensive contract self-assessment project is developed, implemented and conducted on a quarterly basis.
Oversee the implementation of all training curriculums that are in accordance with all required training delineated in the PWS.
Establish a professional working relationship with the client based on mutual respect, candor and exceptional performance.
Minimum Qualifications & Skills:
A Bachelor’s degree in criminal justice, behavioral science or business management experience demonstrating a capacity to effectively manage a large and varied workforce.
Minimum of five years of experience working as a warden or deputy warden in a community corrections or correctional setting including management of a large (150+) security force or military/law enforcement equivalent.
The ability to live and work on a remote island for a minimum of two years
Proficient with MS Word and Excel and be familiar with “smart” phone and general computer technology.
Investigative and report writing experience.
Preferred Qualifications:
Strong organizational, interpersonal, leadership, written and verbal skills necessary to effectively communicate and coordinate with contract employees, staff members, senior managers and clients.
Ability to work effectively with minimal supervision and with minimal direction.
Sound problem solving skills.
Capable of handling multiple projects simultaneously while prioritizing effort along strict time lines to ensure individual deadlines are met.
Ability to adapt and accept change.
