S3, Inc. is a woman owned small business founded in 1991, headquartered in Huntsville, AL, that provides technical, programmatic, and logistics services to US Department of Defense, other US Government Agencies, and Partner Nation militaries, co-located with Government requirements. S3 has a wholly owned subsidiary, KBFS, that provides aviation pilot training, heavy lift, aircraft maintenance, and related aircraft services to Government and commercial requirements IAW multiple FAA certifications.

S3 Inc. is seeking a Contracts and Administration Officer t o join the S3 leadership team at our corporate headquarters in Cummings Research Park, Huntsville, AL.

Position Description: The Contracts and Administration Officer provides overall management and direction to the HR Department, Contracts Department, Facilities, and IT Department. Reports to the CEO, and serves as the primary focal point for management on HR, contracts, and IT related issues. Will be proactive with helping to develop and steward a healthy and productive company culture and will provide change management in support of the company's significant growth activities.

Other responsibilities include:

  • Forecast future staffing needs and develop and implement staffing plans and associated budgets.


  • Identify and provide high impact, cost-effective training of staff to improve performance and product improvements.


  • Establish, evaluate, and implement all HR, Contracts, and IT policies and practices coupled with effective employee communication processes.


  • Oversee the analysis, maintenance, communication, and internal audits of records.


  • Lead Performance accountability for continuous improvement.


  • Prepare for and conduct successful audits and reviews under OFCCP, DCAA, DSS, EEO, DOL, GSA and other federal audit agencies in the oversight of administrative products developed in accordance with formalized processes.


  • Provide strong labor relations expertise in a non-union/union environment.


  • Head the department in ISO and AS9100 compliance and KPI/ metric development.


  • Participate as a member of the Corporate Business Operations round table for risk reduction, policy improvements, and strategy.


  • Assist in conducting HR investigations and employee issue resolution.


  • Project and manage Business Operation Project schedule, projects, budgets and staffing with quarterly corporate reviews of status to budget and plan.

    Experience/Skills Required: A minimum of 15 years' of contracts and administrative management experience at the executive level in business operations with a DOD technical services contractor of greater than 500 employees. Management experience should include multiple business operations departments with at least 5 years' experience managing a staff of 10 employees with at least two department leads.


    Education Required: Bachelor's Degree with emphasis in business, or equivalent experience; advanced degree in a relevant area preferred.


    Security Clearance Required: Secret Clearance or the ability to obtain one.
