Job Summary

The Emergency Management section of the Medical Center s Joint Commission Compliance program promotes a comprehensive emergency response, preparation, mitigation and recovery program for all medical center patients, staff and employees. Under the direction of the Administrative Director: Safety, Security and Emergency Management, this position prioritizes, directs and supervises a team to develop and implement Emergency Management programs and policies. The position uses hazard vulnerability analyses, business continuity planning and other EM program tools to assess for risks and to implement improvements as they are identified. This position serves as the UCSF Health program expert in these areas and leads/supports the EM Committee, and is expected to present critical/highly sensitive information to various groups, including but not limited to, senior leadership, patient care unit staff, and ambulatory clinic staff. Additionally, the position will participate in city and county hospital preparedness meetings, the UC EM Council, and other committee engagements as needed to support preparedness activities with local partners and across the UC System.

Works collaboratively with various stakeholders such as the Department of Nursing, Safety and Security Services, Risk Management, Facilities, Campus Emergency Management, UCPD, and other related departments to ensure UCSF Health meets its goals and program responsibilities. This position is responsible for UCSF Health s compliance with Cal-OSHA, TJC and CMS for documentation, training and effective implementation of these programs. Supervises staff, which includes selection, training and discipline.
Manager for the Emergency Management Drills, Trainings and Exercise Manager; the Continuity & Communications Manager; additionally, is responsible for managing one cost center which will involve collaborating on budget development, monitoring and approving budgetary expenditures, as well as analyzing statistical and financial reports.

Manages an EH&S program or programs within a single discipline, which may include budgets, personnel, and other resources. Reviews, approves, and oversees implementation of policies and procedures to assure awareness of and compliance with EH&S requirements. May oversee development of new programs within a single discipline in response to changing regulations. Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals.

Required Qualifications

* Five to seven years of experience in EH&S technical requirements, logistics, materials and/or operations, rules, regulations, and laws

* Good management skills to effectively lead and direct subordinate staff who are assigned duties in different programs; skills to effectively integrate several highly regulated subject and program areas

* Solid written, verbal, and interpersonal communications skills, including political acumen and skill to effectively communicate with diverse constituencies and senior management

* Solid skills to create, develop, and implement EH&S projects / programs

* Solid skills to appropriately and efficiently respond to and direct the response to emergencies and critical situations, including follow-up evaluation and critique of response efficacy; recommend, develop, and implement changes to emergency response as required

* FEMA Independent Study Program (ISP) Certifications list below:

* IS-100.HCb Introduction to the Incident Command System (ICS 100) for Healthcare/Hospitals

* IS-700.a National Incident Management System (NIMS) An Introduction

* IS-800.b National Response Framework, An Introduction

* Flexibility to orient and work at all UCSF Health locations

Preferred Qualifications

* Advanced degree in related area and / or equivalent experience / training

* Three to five years of experience supervising/leading teams
