DEPARTMENT MARKETING STATEMENT

The Executive Vice Chancellor is the chief academic officer of the University of California, Santa Barbara. The Office of the Executive Vice Chancellor, in consultation with the Santa Barbara Division of the Academic Senate, has oversight for academic planning and programming, the development and implementation of academic policy, and the academic personnel process. The office has responsibility for all academic units, on and off-campus instructional activities, and instructional support programs.

BRIEF SUMMARY OF JOB DUTIES

In collaboration with the Executive Director of Academic Affairs, the Director of Finance and Administration manages fiscal resources and administrative activities for the Office of the Executive Vice Chancellor (EVC) and the Division of Academic Affairs, including the management of staff personnel programs, faculty FTE inventory, academic administrator appointments, and provisional budget. The Director also manages administrative aspects of EVC, campus, and UCOP initiatives and projects; actively participates on campus committees and task forces; serves as a resource to campus units on administrative, policy, and procedural matters, both within and outside the Division; and represents the EVC's Office in discussions involving resources, policies, and processes. The Director serves as an executive advisor and resource to the EVC and the Executive Director, providing analyses, strategic insights, and management-level support on a broad range of topics. The Director is a member of the EVC's senior staff management team and actively participates in campus and Divisional strategic planning discussions and organizational development activities.

*MINIMUM REQUIREMENTS

* Bachelor's degree and/or equivalent experience or training.

* Experience in university administration.

* Thorough knowledge of financial/budgetary/accounting policies, practices, and systems, with a proven ability to use spreadsheet and database software for complex financial analysis, management, and reporting.

* Demonstrated ability to address a wide variety of complex issues which affect the campus as a whole and which frequently have no precedent.

* Demonstrated flexibility, resourcefulness, and creative approaches to unique situations, while understanding the broad institutional context in which they must be addressed.

* Excellent critical and innovative thinking to address complex issues.

*JOB FUNCTIONS/PERCENTAGE OF TIME/DUTIES

Finance - 25% (Daily)

* In collaboration with the Executive Director, manages the fiscal resources for Academic Affairs, from the initial allocation process through year-end closing. This includes an extensive array of accounts and funds, each governed by unique restrictions and controls. Designs and modifies, as needed, methods and systems, for maintaining budgetary accountability and controls, and managing multiple and complex budgetary processes associated with instructional workload funds, academic support, contracts and grants, gifts, endowments, budget cuts, awards, and budgetary savings. Works closely with the leadership in Budget & Planning, Business & Financial services, and other campus financial leaders to plan, develop, strategize, and implement initiatives, policies, and solutions for both campus and the Division. Serves as a resource for units within the division on financial and administrative matters. Conducts financial planning and meets budget goals.

* Conducts analyses on control point budgets, resource allocation, and expenditures to assess financial viability and identify issues for further review. Monitors control point budget activities and approves fund transfers and financial transactions.

* Oversees department chart of accounts and accounting systems. Maintains reconciliation and integrity of the permanent budget and approved staffing with authorized salary actions and expenditures. Coordinates the fiscal year-end closeout for the department and division.

Personnel Administration (Faculty) - 25% (Daily)

* Oversees the appointment process for academic administrators, in coordination with Academic Personnel, ensuring that procedures are followed and that compensation levels and other incentives are appropriate prior to EVC approval.

* Responsible for the tracking of all open and filled faculty positions. Assists the EVC with coordination of the annual FTE search approval process by providing data, reports, and documentation.

* Responsible for the annual reconciliation of all faculty FTE and maintenance of the campus permanent academic FTE inventory. Provides faculty FTE data to the Office of Budget & Planning and UC Office of the President, which forms the basis for campus allocations of academic merit and range funding, faculty FTE and recruitment allocations, and TA FTE allocations.

* Oversees the administration of the Non-Senate Faculty award program.

Personnel Administration (Staff) - 25% (Daily)

* In collaboration with the Executive Director, the Director coordinates with Human Resources to oversee and provide direction on implementing all aspects of the Division of Academic Affairs' staff personnel program in the areas of employment, classification, compensation, labor relations, employee relations, training and development, and benefits. Devises policies and processes to implement staff compensation and development programs. Advises the EVC on senior administrator and Managers & Senior Professionals (MSP) policy and compensation. Evaluates and monitors programs and operating policies and procedures for quality and effectiveness.

* Consults with Human Resources and all units in the Division on a wide range of personnel policy matters and sensitive issues. Devises solutions and agreements to resolve complex personnel problems. Provides leadership and directs the planning of equity, reclassification, and merit compensation programs, as well as the performance evaluation program, in consultation with control point managers within Academic Affairs.

* Coordinates recruitments in the EVC's Office, including writing job descriptions, entering information in OACIS and TAM, organizing and serving on search committees, and negotiating offers via Human Resources.
