Responsibilities

The Manager of EMS Operations manages, plans and directs the activities of the Energy Management System (EMS) Operations Department to ensure the accuracy, integrity, timeliness and accessibility of computer applications/systems used to monitor and control, on a 24x7 basis, District Generation, Transmission and Distribution facilities in accordance with standards and operational requirements set forth by regulatory agencies, District and industry policies and practices.


  • Manage the development of new processes, procedures and systems as well as enhancements to existing processes and systems in accordance with standards and operational requirements set forth by regulatory agencies, District and industry policies and practices.

  • Ensure the appropriate project management, business analysis and technical support resources are available for the development, support, operation and maintenance of these applications and systems.

  • Motivate, coach and mentor departmental personnel, evaluate their performance and identify core and technical competencies, and develop activities, goals and objectives for continuous improvement.

Qualifications

Required:


  • Bachelor's degree in Engineering, Business Management, or related field.

  • Eight (8) years or more experience in the utility industry with particular emphasis on electric systems.

  • Six (6) years or more experience in a SCADA/EMS Operations environment with emphasis on support and implementation.

  • Knowledge of NERC Compliance and its importance to the safety and security of the electrical grid.

  • Ability to make independent decisions using data analysis and logic under tight time constraints and under emergency conditions.

  • Demonstrated management skills, e.g., budget development and administration, policy development and implementation, staff administration, staff coaching, training and development.

  • Ability to build, manage, motivate, inspire and develop teams, while linking work to OPPD's vision, mission and corporate strategic plans.

  • Demonstrated capabilities with executive level communication, presentations and report writing.


Desired:

  • Master's degree in Engineering or Business.

  • Registration as a Professional Engineer (PE).

  • Knowledge of visualization software and methods for enhance performance reporting.


Time Demands:

  • This position is considered an essential position meaning when business necessity and continuity needs are emergent, this position will be required to report to work and may be required to work hours beyond an employee's normal shift.

  • Maintain regular and predictable attendance in alignment with Departmental policy.

  • Must be available for overtime work and call-outs as required to ensure continuance of efficient operation.
