Job Description:

Behavioral Health System Baltimore (BHSB) is seeking candidates for the position of Diversion Project Manager, to work full time, primarily out of our Baltimore City, MD office. The Diversion Project Manager is accountable for successful planning and implementation of this high impact project of high complexity. The incumbent will partner with internal and external stakeholders to ensure the strategic goals and objectives of the project are met. The position drives successful implementation by leading project initiation, planning, solution design and build, and quantifies achievement by measuring key performance indicators and solution adoption. The Project Manager independently applies knowledge of advanced methodologies, selecting and applying project management tools to conduct analyses, reporting, and related activities for the project.


As part of ongoing efforts to expand crisis and diversion services, BHSB was recently awarded funding from the Governor’s Office of Crime Control and Prevention (GOCCP) to establish the “Baltimore City Diversion Expansion” Project under the Comprehensive Opioid Abuse Program (COAP) program.


This is a project management position responsible for managing this diversion expansion project and the current LEAD pilot, ensuring both are integrated and coordinated into the existing Baltimore City behavioral health system. The new diversion expansion project involves leading a collaborative process to engage community partners and stakeholders in planning for new or expanded diversion services in Year 1 of this grant and then manage the resulting implementation of the project in Years 2 and 3 of this grant. The responsibilities of this position include management of the existing Law Enforcement Assisted Diversion (LEAD) program, community outreach, program and data reporting, oversight of funding agreements, and the coordination of a planning process with the Collaborative Planning and Implementation Committee (CPIC) to identify diversion services that will meet the goals of this grant and the City of Baltimore Consent Decree to be implemented in years 2 and 3 of this funding agreement.  This is a three year grant funded position.


Essential Functions



  • Serve as agency lead for the Comprehensive Opioid Abuse Program grant to ensure that all administrative, fiscal, quality assurance, and program components of the grant are being met 

  • Coordinate implementation planning process with Community Planning and Implementation Committee to identify diversion services that will meet goals of grant & Consent Decree

  • Lead implementation of identified diversion services to include active participation in procurement process, technical assistance to selected providers, and management of sub-vendor contracts.

  • Formulate quality indicators in partnership with quality staff and monitoring and reviewing data to ensure benchmarks are met 

  • Management of Baltimore City LEAD project to include facilitation of Operational Workgroup with project partners; collection of relevant data from project partners; coordination of LEAD training, outreach, and education; management of development or modification of relevant policies and procedures; and submission of all required reports and other requested information to project funders.

  •  Serve as contract team lead for LEAD sub-vendor contracts to ensure that all administrative, fiscal, quality assurance, and program components of each contract are being adequately addressed 

  • Proactively engage in outreach with service and treatment providers, community stakeholders and Baltimore City residents to provide education on available diversion services and facilitate engagement of community in ongoing planning and coordination of services.

  • Participate in and/or organize/facilitate internal and external committees or teams as indicated 

  • Work effectively and collaboratively with others, both internally and externally.

  • Serve as part of BHSB’s disaster response team as needed, in any capacity that is needed. 

  • Perform other duties as assigned. 

Knowledge, Skills and Abilities



  • Master’s degree in social work, Counselling/Psychology, Human Services, Public Health, Public Administration or Allied Health field.

  •  Minimum of five years’ experience in the behavioral health profession. 

  • Knowledge and experience with crisis and diversion services 

  •  Knowledge of Baltimore City population and service provider systems, including public behavioral health services. 

  •  Ability to work effectively with community organizations, community leaders, service providers, consumers and their family members and other stakeholders. 

  •  Strong working knowledge of principles and practices of project administration, design and management

  •  Ability to interact with leadership in Baltimore City  

  •  Ability to interact in a virtual environment

  •  Demonstrates cultural competence and a commitment to equity.  

  •  Must display the use of appropriate judgment to determine appropriate course of action in resolving problems and implementing project goals. 

  •  Must be able to express self adequately in written and oral communication and to communicate effectively in an interdisciplinary, culturally diverse setting with staff, stakeholders, and regulatory agencies.  

  •  Intermediate to advanced expertise in using technology to support work processes, including but not limited to Microsoft 365 programs.

  •  Ability to work in a professional, confidential, and collaborative capacity. 

  •  Ability to resolve complex issues and prioritize tasks.  

  •  Excellent written and verbal communication skills.

Typical Physical/Mental Demands and Working Conditions


This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. This is largely a sedentary role, however, some moving about the office is required which would require the ability to move files, carry office supplies, open filing cabinets and bend or stand as necessary.


This role may require travel to other locations for meetings and other business-related needs.  Ability to travel locally 50% of the time is required. It is important to have access to some form of transportation to travel to off-site meetings, conferences, and site visits.
