Technica LLC seeks to fill the position of Human Resources Supervisor on a Government contract with a place of performance at Ft. Bliss, TX.
Position Responsibilities:
This position will work in conjunction with Corporate HR department to support all HR functions of the Ft. Bliss AFSBn contract at Fort Bliss, TX. This position is responsible for ensuring HR functions of the project, performed at two locations (Fort Bliss, TX and McGregor Range, NM), are successfully executed in a timely manner and in compliance with the contract, state and federal requirements. HR functions include employee relations, on-boarding/out-processing, personnel action changes, performance evaluations, corrective action, talent acquisition, compliance (FMLA, ADA, OFCCP, ADA, etc.), and other supporting HR tasks. This role requires an organized, technologically-savvy, self-directed and detail-oriented individual who will lead human resources efforts.
Performs a variety of responsible and confidential human resources management tasks.
Provides accurate and timely responses to inquiries from employees, management, and Corporate.
Fosters open communication with all employees.
Develops and implements employee relations policies, procedures and programs. Obtains approval from corporate HR prior to implementing new policies, programs, procedures and training.
Investigates employee relations issues and provides guidance for effective resolution.
Provides HR guidance, interpretation and application consistent with Company policy and precedent.
Leads performance management and monitors effectiveness of the program.
Executes processes related to union grievances, negotiations and management of union personnel in concert with Technica Labor Relations Manager.
Promotes safety, completes initial workers compensation paperwork, and escalates claims to Corporate Safety that require investigation.
Leads site recruiting efforts and follows Technica Corporate hiring workflow.
Manages site internal and external HRIS position posting processes
Processes new hire onboarding, position changes and out-processing actions.
Establishes and maintains employee records and reports.
Recommends new approaches, policies and procedures to effect continual improvements in efficiency of HR services performed to Corporate HR.
Maintains employee handbook on policies and provides recommended changes to Corporate HR.
Perform HRIS data entry of employee information, position changes (personnel action forms), applicant tracking, etc.
Performs other duties as assigned to support HR projects.
Qualifications
Basic Qualifications:
US Citizen
High school diploma or equivalent
18 years of age
Must be able to pass pre-employment and background checks related to the position
Valid state driver's license
Desired Qualifications:
Proficient with Microsoft Office Suite, HRIS system data entry. Preferred experience with Paycom, Deltek Costpoint and Time and Expense
Proficiency with or the ability to quickly learn the organizations HRIS and talent management systems.
Bachelors degree in Human Resources, Business Administration, or related field required (preferred but not required related experience can substitute).
A minimum of three years experience directly working with unions.
A minimum of seven years experience in human resources.
A minimum of three years experience in human resource management or senior level role experience.
Experience with government contracting, Service Contract Act (SCA), union labor relations preferred
