Summary/Objective:
The HSE Director position researches,organizes, coordinates, maintains, over see's, and directs the Health, Safety,& Environmental activities, including training and compliance, for the NMISDivision of Newpark Resources Inc. This position works in conjunction with the NRICorporate HSE Director. The position is a leadership role within the NMISDivision. Additional duties may be assigned as needed.

Specifically, he/she must:


  • Manage strategic alignment, collaboration and coordination of HSE processes and programs across the NMIS business unit and develop annual HSE KPIs to support the strategy.
  • Enhance and promote a culture that delivers safe workers and a safe workplace.
  • Implements "Best HSE Practices" within work scope performed by the company
  • Manage and support HSE regulatory requirements as mandated by company and governmental agencies, including OSHA, MSHA, EPA, DOT and state regulations for both field and manufacturing operations.
  • Develop and execute HSE policies, standards, and Standard Operating Procedures
  • Communicate with Newpark Corporate HSE Director on Issues and concerns that affect NMIS
  • Monitor workplaces and work activities to verify safe work procedures and practices are being followed
  • Work with Operational Area Management to integrate HSE into daily work procedures
  • Implement HSE improvement/accident prevention methods. Identify, enhance and/or develop accident prevention activities as directed or needed to produce a safe working environment
  • Direct and confirm safety orientations and training are conducted in a timely, professional manner. Review and audit training presentations.
  • Ensure timely incident input into HSE electronic recordkeeping system (Cority System). Review accident investigations to determine root cause(s). Verify and/or Implement corrective actions after review with operations management.
  • Direct, supervise and develop HSE Representatives.
  • Responsible for managing HSE budget.
  • Responsible for working with customers HSE Management on incidents or other matters of HSE concern.
  • Directs and approves revisions to HSE forms and handbooks.
  • Responsible for tracking, monitoring, documenting and reporting accidents and incidents to management on a regular basis.
  • Provide positive, proactive leadership by example
  • Direct I-auditor tracking and trending of performance
  • Lead the Emergency Response Team to storm and disasters work.
  • Responsible for maintaining HSE records.
  • Develop, implement and approve safety-meeting topics.
  • Verifies that 3 rd party databases such as ISN, PEC, Avetta etc. are maintained and up to date.
  • Familiar with drug and alcohol programs; oversees company D&A Programs in compliance with regulatory agency requirements and company policy.
  • Review safely audits and provide reports to NMIS management and customers as required.
  • Assist as needed to make the Safety Committee successful.
  • Responsible for hiring qualified HSE professionals as needed within the organization.
  • Responsible for generating and maintaining regulatory reports such as OSHA 300 logs
  • Development of and strengthening of relationships with applicable local, state and Federal regulatory agencies governing safety, health and training.

Qualifications:

  • Bachelor's Degree in Safety Management, Safety Engineering, Industrial Hygiene, Occupational Health and Safety, Environmental Sciences, Engineering or related fields and 20 years of HSE experience, including 10 years of managerial experience AND utility construction experience.
  • Knowledge of OSHA, DOT, MSHA, and EPA laws and regulations.
  • A recognized safety certification such as a Certified Safety Professional or Safety experience in the utility construction industry (i.e. C.U.S.P.).
  • Current valid driver's license.
  • Master's Degree in Safety Management, Safety Engineering, Industrial Hygiene, Occupational Health and Safety, Environmental Sciences, Engineering or related fields a PLUS
  • Bilingual in Spanish is a plus
  • Familiar with a variety of field and manufacturing concepts, practices and procedures.
  • Familiar with Microsoft Office Suite of software.

Education & Experience Requirements Bachelors Degree or educational equivalent. 12 years related experience. 6 years management experience. Excellent verbal and written communication skills. Excellent analytical skills. Expert understanding of regulations and the regulatory process. Current with trends/ developments in HSE. Professional certifications may be required. Position Summary Directs and facilitates global compliance with Government Health, Safety and Environmental laws and regulations. Plans, organizes and implements the company design to remain compliant with Government Standards. Oversees programs to ensure employee health and safety and the protection of the environment. Oversees programs to ensure the safety of company products produced and shipped to customers. May also oversee the responsibility for ISO Certification and training compliance.
