Vanir has a unique opportunity for a talented individual to assist in the continued strategic growth of our organization. The position of Program Scheduling and Cost Controls Manager, located in San Antonio, TX or Leesburg, VA will work collaboratively with internal and external clients to deliver intelligent solutions to ensure quality project delivery for a technology / data center program. The Program Scheduling and Cost Controls Manager will be instrumental in integrating best practices and project deliverables while interfacing with the Design Team, Project Managers, Construction Managers, and Contractors to monitor and update schedule and cost resources. In this role, the individual will be responsible for performing highly complex construction scheduling activities and will provide technical direction to the staff engaged in planning, scheduling, monitoring, progress analysis and reporting. Essential Duties & Responsibilities
Develop and maintain program schedules identifying relationships, logic, milestones, and constraints for various program and projects
- Monitor and actively participate on project and program issues and Earned Value analysis
- Perform needed QA/QC on program schedules to conform with program goals and various construction projects
- Perform status updates on Program and Projects Schedules/Master Schedules
- Proactively anticipate schedule impacts and advise project team concerning changes and issues on schedule impacts
- Consult with project team and recommend solutions to improve products and services
- Perform Program Level analysis and reporting
- Create and manage conceptual program and project schedules as needed
- Prepare ad-hoc reports as directed by management
- Communicate and coordinate between individual and departments to manage the program schedule and update process
- Monitor the overall integrity of the project budget and forecast in accordance with approved standard operating procedures
- Participate in monthly EAC meetings to validate and review current EAC's, including providing justification of variances
- Participate in change management meetings to identify trends and risk exposure
- Participate in Risk Assessment workshops, providing input as needed to potential impacts
- Conduct cost variance analysis of reported data to identify trends and mitigate potential budget impacts
- Monitor identified trends and mitigation plans over time against actual performance
- Review and analysis of budget and expenditures against projects based upon various funding sources
- Review cost and schedule performance to determine cost overruns/underruns, issues with project durations, or variances in spend analyzing plan versus expenditures over period of time
- Preparation, review and analysis of monthly cost reports and monthly progress reports
- Review staffing plans, identify any excessive peaks or potential cost impacts and make recommendations for peak leveling
- Provide cost coding and budget verification for contract change orders and amendments for impact on budget/timetable
- Review task order requests, change orders and amendments to ensure budget availability, accurate cost coding and reporting
- Interact on a regular basis with various technical discipline leads to understand and communicate issues and conflicts that may impact the budget
- Ensure implementation of policies, procedures and plans regarding cost management of capital projects with multiple funding sources
- Develop reports that support budgeting, cost control, auditing, asset tracking, using various systems and data bases
- Develop custom financial, budget and schedule reports
- Develop standard and ad hoc reports for internal and external stakeholders. Identify information requirements from users and utilize various reporting and data mining applications to support daily business operations and presentations.
- Monitor and manage the ETCs for each project
- Work with the Project Managers on project budget issues
- Run weekly budget reports
- Coordinate with Project Managers/Construction Manager to establish and maintain data coding structures, project controls tools, and quality data for budgets, contracts, change orders, trends and actual costs
- Support development of weekly/monthly cost and status reports for project team
- Assist with gathering physical completion data
- Perform necessary data entry for budget and forecast impacts
- Other job-related duties or projects as assigned
Minimum Qualifications
- Bachelor's Degree in Construction Management, Architecture, Engineering, or related degree is required
- 10 years full time paid professional experience in Program Scheduling, preferably in technology, data center and or mission critical facilities
- Experience in using SQL to retrieve data from various data sets is preferred
- Possess a working knowledge of architectural and engineering workloads
- Excellent written and verbal communication skills
- Superior organization and planning skills
- Develop and maintain program schedules identifying relationships, logic, milestones, and constraints for various programs
- Prior experience developing program/project schedules and performing critical path, earned value, and schedule impact analysis is preferred
- Demonstrated comprehensive analysis skills including resource loading, cost loading, analyses of change orders, time extension requests and schedule impact analyses
- Must be able to manage the program schedule and update process while collaborating with internal and external clients
- Strong communication, presentation, writing, and computer skills are essential
- Proficiency in Microsoft Office Suite is required
- Primavera Project Management (5.0 or 6.1), Primavera Project Planner (P3)
