Financial Clearance is responsible for the authorization of all Admissions, Emergency Department and Outpatients patients to UC Davis Medical Center. This position will serve as the direct report for the Financial Clearance Unit and department administrative support staff.

Responsibilities
The Admin Specialist Supervisor provides active oversight to the department workflow and is accountable for all unit activities and is expected to be an informed source of the detail of the department s level of performance. Takes a hands-on approach to maintaining appropriate staffing levels within the unit on all appropriate shifts. The Supervisor is responsible for completing account quality reviews and providing feedback, including all documentation, to staff and management. Monitors, maintains and accelerates departmental performance from both quality and productivity aspects. Responsible for statistical analysis for the department and for facilitating all staff training, as identified in the job description. Responsible for promotion of interdepartmental and inter-shift teamwork actions. The functions and specialty components of the department consist of eligibility verification, third party payer identification, and registration of funded and non-funded county types, ensuring accuracy in EMR system to facilitate reimbursement.

Required Qualifications

* Experience with healthcare insurance systems, including Medi-Cal, HMO, PPO, fee-for-service, and worker s compensation sufficient to properly screen and review registrations, eligibility verification, and coordinate authorization notification process and report financial outcomes.

* Knowledge of MI county contracts; third party payer contracts, Title XXII, JCAHO and CMRI notification criteria, with demonstrated knowledge of how these regulations affect the functions and roles of the department; ability to incorporate them into departmental systems

* Supervisory experience with developing position descriptions; recruiting, interviewing and selecting employees; establishing performance standards, empowering employees; and holding them accountable, coaching and evaluating employees; recognizing and rewarding staff; administering corrective action, and providing staff development and team building opportunities

* Effective proven leadership skills to direct others to accomplish tasks in a positive manner, which are conductive to positive operations within the department

* Extensive knowledge of medical terminology, insurance verification, payer plan changes, managed care environment, authorization processes, appointment scheduling, authorizations, registration, reimbursement contracts and departmental and system policies and procedures

* Successful experience organizing work to accommodate special projects, deadlines and priorities

* Experience performing in-depth statistical analysis to provide accurate information in a concise informative manner and analyzing problems or issues related to areas of responsibility, which includes patient throughput, registration, and admitting processes

* Skill to assess learning needs of staff and to participate in their training and development to promote growth within their position and the University.

* Excellent written and verbal communication skills to clearly and concisely compose letters, merit evaluations, reports, policies and procedures, and Situation Response Guidelines that could include medical, financial and administrative information
