As a Director in Data Management Services Engineering for Cigna Government Technology, this role will be an engineering leader who leads, innovates and provides strategic direction for a team high caliber engineers. The ideal candidate will build and provide direction on Architecture, Development and Delivery of large scale platforms with a range of cutting edge technologies. This role will require passion and deep technology knowledge with hands-on development experience.

Develop diverse and engaged teams that have the skills and drive to deliver scalable technology products that meet business requirements (i.e., functional, performance, technical, etc...), testing strategies, release processes, and steer the technology strategy
Passionate about building highly scalable and available platforms
Build reusable platforms which can be federated across the organization
Cultivate, engage, and empower engineering teams that are aligned around the core business and technology strategies to support the business needs; convey a technical strategic vision for the team
Drives cultural, technological, and methodology transformation in line with the broader Government organization, and business strategy/transformation.
Able to respond to urgent organizational issues without losing focus on longer-term deliverables, operations and metrics
Balance a wide-range of initiatives and manage relationships with other technology leaders
Evaluate and implement packaged technology solutions into the broader technical ecosystem
Balancing demand vs. capacity to support timely delivery of prioritized organizational needs
Partner with the enterprise technology teams within Cigna, vendors, program governance, and business teams to ensure implementations run smoothly
Develops and implements a robust governance framework that drives transparency and consistent quality across deliveries
Develop a deep understanding of the key business drivers to validate that initiatives, and any associated changes, meet the desired targets.
Lead special initiatives as required to support business / technology goals. Conduct due diligence on assigned projects/issues, identify course of action and make recommendations, and execute as appropriate.
Define staffing strategy for the scope of responsibility including budget planning
Deliver performance reviews and development plans for staff; recognizing technical and leadership development opportunities and addressing them through mentoring and other mechanisms
Manage existing and future infrastructure and solutions.
Actively champion the transition to agile.
Qualifications:
Bachelor's Degree in Computer Science or related field
10+ years in inspiring, coaching, building and growing highly performant large software engineering teams
Extensive engineering leadership experience working in a wide range of technologies such as building APIs, Streaming, Data Management applications.
5+ years in leading, building and managing large Data Warehouse and Analytics platforms with hands-on coding experience (TeraData)
Experience leading and building Data Lake and Analytics in AWS is a plus
5+ years' experience in Agile Methodology
3+ years hands on experience working with Amazon Web Services (API Gateway, Lambda, Glue, S3)
5+ years' experience with building modern applications using micro services based architecture
3+ years' experience with programming languages such as JAVA, NodeJS, Python, Scala
Experience with Docker, Kubernetes, OpenShift
3+ years' experience with streaming platforms (Kafka)
3+ years' experience with NoSQL database such as ElasticSearch, MongoDB, Cassandra
Proficiency with CI/CD, DevOps
Please note - travel will be 50% if not in Plano or Nashville on a normal year.
