The Compliance Testing Officer II performs a key second line of defense role to ensure corporate initiatives and departmental processes comply with applicable laws and regulations. The position supports overall compliance through execution of testing programs designed to evaluate the effectiveness of business practices in meeting respective regulatory compliance. Key responsibilities include preparation of detailed compliance testing reports to Managers and Directors, assisting in formulating remediation plans, root cause analysis and issue tracking. The Level II Officer works with some oversight from manager on moderately to highly complex testing assignments which require a higher level of knowledge than the Level I.
PRINCIPAL DUTIES AND RESPONSIBILITIES

- Compliance Testing
Assists in the development of testing schedules and with guidance limited oversight from manager and more senior Compliance Testing Officers, identifies testing controls and develops strategies to ensure appropriate testing
Tests controls; identifies issues; performs root cause analysis; develops recommendations on issue remediation; and ensures adequate supporting evidence and documentation is maintained in the system of record
Effectively Interacts with line of business representatives to ensure results are understood and recommendations are implemented

- Remediation Plan Oversight
Analyzes remediation plans to determine accuracy and ensure risk mitigation
Monitors remediation plan execution and verifies and documents plan completion

KNOWLEDGE, SKILLS and ABILITIES:
- Bachelor s degree or equivalent combination of education and experience.
- Completed or working towards CRCM, CAMS, CFIRS, CIA, IAACP or equivalent
- Minimum 8 years experience with financial institutions with at least 2 years in the regulatory compliance field or a related function of Internal Audit, OCC, FRB, CFPB, DOL, FINRA and SEC rules; or equivalent combination of education and experience.
- Experience in Consumer protection, Trust, Registered Investment Advisor, Broker/Dealer, or Community Reinvestment activities would be beneficial as a Commissioned Bank Examiner (CFPB, OCC, FDIC, DOJ).
- In-depth knowledge and understanding of: Compliance, fiduciary, securities, and/or investment advisory related regulations included but not limited to the following: BSA/AML; Reg AA Unfair, Deceptive, Abusive Acts and Practices; Reg B Equal Credit Opportunity Act; The Fair Housing Act; Reg C Home Mortgage Disclosure Act; Reg V Fair Credit Reporting Act; Reg P Privacy of Consumer Financial Information; Reg BB Community Reinvestment Act; Reg Z Truth In Lending Act; Reg X Real Estate Settlement Procedures Act; Reg DD Truth In Savings Act; Reg F Fair Debt Collections Practices Act; Reg CC Expedited Funds Availability Act; 12 CFR 9, 12 CFR 12, Trust Indenture Act, ERISA, Transfer Agent Rules; Investment Advisers Act of 1940, Securities Exchange Act of 1934, FINRA and Municipal Securities Rulemaking Board
- Well-developed oral and written communication skills
- Strong conceptual thinking and analytical skills
- Demonstrated ability to establish and build healthy working partnerships with all levels of employees
- Solid Excel and Word experience
- Strong sense of accountability, taking ownership over projects and responsibilities, and resolving issues proactively
- Ability to effectively plan time, method, manner and sequence of own work assignments
