DEPARTMENT OVERVIEW

Budget Analysis and Planning (BAP) manages UC s annual budget and conducts long range financial planning. Our role includes analysis of the complex factors which influence the university s budget, development of the annual budget requests to the State, and coordination with the campuses on a wide variety of budget-related issues. We advocate in support of the university s budget and we work with leadership from across the university system to integrate local and UC-wide priorities into our forecast and planning.

POSITION SUMMARY

As the Project Policy Analyst for Budget Analysis & Planning, you will be the primary manager of major operating budget projects, including the annual Regents' Budget document and a new budget and planning manual. For this reason, this position requires particularly strong critical thinking, writing, and consensus-building skills.

Your work will also include analysis and preparation of recommendations for budget plans. Through this analytical work, you will gain insight into UC's annual resource allocations, future requirements, and operating budget forecasts, as well as UC's enrollment management processes.

We are looking for a self-starter who can function with a high degree of autonomy, as well as a strong collaborator, as multiple projects will require working in and across teams.

Responsibilities

Provides highly complex analysis across a broad spectrum of programs, policies, and initiatives related to the University's budget.

15%

Develops and advocates solutions to system issues, including developing and administering new systems, policies, processes, or programs.

Develops and coordinates policy-related communications to internal and external stakeholders; formulates strategies for education and implementation.

15%

Oversees the development and publication of the University's annual Budget for Current Operations, coordinating the work from other analysts within the unit and seeking input and review from senior managers and executives.

Collaborates with departments such as Institutional Research and Academic Planning to coordinate the development, implementation and monitoring of new programs and processes.

10%

Connects with internal and external stakeholders in order to advance the objectives of the department and the University.

Proposes, leads and/or participates on policy and planning committees and working groups.

Required Qualifications

* Five years of relevant work experience, or an equivalent combination of education and experience. Demonstrated ability to quickly master all aspects of the organization's processes, protocols and procedures.

* Excellent written and verbal communication skills, including the ability to independently develop policy briefings, correspondence, and presentations regarding complex issues for multiple audiences.

* Excellent quantitative and analytical/problem-solving skills.

* Strong interpersonal skills to engage effectively with all levels of staff and with multiple internal and external University stakeholders.

* Demonstrated strong project management skills.

* Demonstrated ability to multi-task with demanding timeframes.

* Ability to use discretion and maintain all confidentiality.

* Demonstrated high level of expertise with Microsoft Office applications, including Word, Excel, and PowerPoint

Education

* Bachelor's degree in related area and/or equivalent experience/training.

* Masters or other advanced degree in related area and/or equivalent experience/training.

SALARY AND BENEFITS

Salary: $94,180 - $110,800
