Job Description:


The Ohio Department of Administrative Services (DAS), Central Service Agency (CSA) is seeking an experienced Human Capital Management (HCM) Manager to oversee the human resources, payroll and benefits operational responsibilities for various Boards and Commissions. 


The HCM Manager will perform the following duties (list is not all inclusive): 



  • Consults with Boards and Commissions on all aspects of human resources (e.g., classification issues, staffing needs, workforce planning, Performance Evaluations & Payroll). 


  • Interprets & applies laws, rules & regulations to human resources processes (e.g., Ohio Revised Code, collective bargaining agreements, Affirmative Action goals, Americans with Disabilities Act, Fair Labor Standards Act). 

  • Performs various personnel activities & prepares associated paperwork (e.g., coordinates classification revisions for a class plan amendments, serves as point of contact for class plan proposals, updates position management records. 

  • Leads employment & recruitment processes & offers human resource expertise. 

  • Acts as the Labor Relations Officer for the Boards & Commission in planning & coordinating Labor Relations/Collective Bargaining activities and/or issues (e.g., conduct administrative investigations/hearings). 

  • Acts as Equal Opportunity (EEO) Officer and ADA Coordinator for the Boards & Commissions.  

  • Prepares EEO & ADA Strategic plan as required by DAS Equal Opportunity Division.

  • Investigates EEO & sexual harassment complaints. 

  • Attends monthly Human Resource Administrator and Labor Relations meetings. 

  • Supervises assigned staff.

Completion of undergraduate core program in human resources, business or public administration; 24 mos. exp. in human resources which included 12 mos. exp. in supervisory &/or management principles & techniques.

-Or 4 yrs. exp. in human resources.


-Or 12 mos. exp. as Human Capital Management Senior Analyst, 64613.


-Or equivalent of Minimum Class Qualifications For Employment noted above.
