S3, Inc. is a woman owned small business founded in 1991, headquartered in Huntsville, AL, that provides technical, programmatic, and logistics services to US Department of Defense, other US Government Agencies, and Partner Nation militaries, co-located with Government requirements. S3 has a wholly owned subsidiary, KBFS, that provides aviation pilot training, heavy lift, aircraft maintenance, and related aircraft services to Government and commercial requirements IAW multiple FAA certifications.

S3 Inc. is seeking a PEO Contract Specialist to support projects on Redstone Arsenal, AL.

Position Description: The PEO Contract Specialist conducts analysis and provides recommendations for the resolution of complex problems/issues in the development/execution of acquisition efforts for the development/production/fielding/sustainment of Apache aircraft and sensors systems.

Specific duties include:


  • Provides input, advice, and recommendations in the planning and development of acquisition strategies and procurement documentation in support of the Apache Attack Helicopter (AAH) Project Management Office (PMO) major weapon system to meet timely and technical requirements.
  • Provides programmatic support in monitoring, assessing, coordinating, analyzing, and integrating component activities across the total lifecycle of the Apache program, a complex technical project office and high priority program within Army Aviation.
  • Independently prepares Contract Requirement Packages (CRP) by creating, coordinating, and/or revising the multiple documents composing the acquisition package (e.g., Independent Government Cost Estimates, Performance Work Statement/Statement of Work, Justification & Approvals, Market Research Report/Commerciality Determination, etc.).
  • Creates all documentation in support of contract revisions, by coordinating with the program managers and contracting officers, ensuring accuracy and completeness of CRP documentation, and submitting in a timely manner.
  • Monitors and evaluates the preparation of technical data and documentation, and determined completeness, adequacy of detail, and technical accuracy.
  • As a part of multiple Cross Functional Teams, works independently to analyze the overarching strategy, plans, and techniques of both pre- and post-award functions and utilizes experience and knowledge of commercial and government contracting laws, policies (Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), National Industrial Security Program Operating Manual (NISPOM)), and business to support multiple programs in the Apache portfolio.
  • Institutes processes that reduces the amount of overdue contractual documentation by improving communication, ensuring the flow of information, and measuring and then reporting on the resulting performance.
  • Reports to the Apache Programmatic Task Lead.

Experience/Skills Required :

  • Must have at least 2 years of experience working in a PEO/PM office. This is an absolute requirement to be considered for the position.
  • Must be able to work independently manage the functional, personnel, and financial aspects of a small program or several technical tasks
  • Must be able to independently organize and conduct analyses/research at the task level.
  • 5 years of experience developing functional knowledge of program/task order specific requirements.
  • 5 years of experience demonstrating senior ability in developing functional requirements for complex engineering projects
  • 5 years of experience preparing Contract Requirement Packages (CRP)
  • 5 years of experience executing the work-flow program for tracking project events in serial and parallel to allow for time for the preparing of CRP
  • 5 years of experience building US Government contracts

Education Required: Must have a Master degree and 10 years relevant experience, or a Bachelor's and 14 years relevant functional experience. In lieu of a Bachelor degree, must have an additional 6 years of relevant exp. for a total of 20 years of experience.

Security Clearance Required: Secret Clearance.
