We are currently seeking a Project Manager - Level 3 to join our team in Albany, NY, USA.

Daily Tasks include:

This role will lead, working directly with the IES Deputy Director of Program Management, develop and maintain the IES Project Management Office (IES PMO) framework including Standards, Methodologies, and Processes; Portfolio Management; Governance and Performance Management; Project/Program delivery Management; Talent Management; Organizational Change Management and Administration/Support.

Additionally, this position will support the priorities of the IES PMO which are:

* Define, deploy and mentor Core project management processes.

* Develop reporting, analytics and dashboard tools.

* Facilitate resource planning and forecasting process.

* Maintain consolidated master project schedule and budget management and governance process.

* Define, develop and maintain standardized process and templates to guide the IES project manager on the project management lifecycle and system development lifecycle.

* Specifically, create, maintain, and manage:

* Project documentation and best practices

* Project Management methodologies

* Standards and tools

* Metrics for project execution

* Training and orientation

* Resource distribution on all projects

* Define, develop and maintain standardized processes for the IES Program including risk and issue management, sub-project interdependencies and resource management.

* Prepare and report on IES Program status to executive management with NYS stakeholder agencies including IES Program Director, as well as Project Sponsors, Steering Committees and other governance bodies.

* Routine reviews of project management artifacts and work with the project managers to correct, if needed.

* Train and mentor project management staff on the IES project management lifecycle.

* Special assignments.

Minimum Qualifications:

* More than seven (7) years of experience working on complex projects with 2 or more years in a leadership role as a Project Manager.

* Minimum of two years experience as a Portfolio/Program/PMO Manager.

* Minimum of one-year experience working in a PMO supporting Health and Human Services eligibility system supporting one or more of the following domains: Medicaid, Public Assistance, SNAP, HEAP, or Child Care.

Preferred Qualifications:

* Minimum experience of managing a program budget of a minimum of $100 million.

* At least seven years of experience creating and leading standards development, process development and process improvements in project management disciplines.

* At least five years of experience in active management of resource loaded Project Schedules and resource assignments using Microsoft Project.

* At least one year of experience managing a master project/program schedule.

* Experience with process improvement methodologies, e.g, Six Sigma, Lean.

* Bachelor s degree

* Current PMP or project management certification through Project Management Institute.

* At least three years training and mentoring project management staff.

* At least nine years of experience implementing projects utilizing industry standard system development life cycle methodologies.

* ITIL Foundation certification.
