Position Summary/Career Interest

The Emergency Preparedness Manager will coordinate the development, implementation and assist with the maintenance of a hospital wide, comprehensive, all hazards emergency management program to prepare for and direct the actions of the hospital community in the event of an emergency. Manage and coordinate all-hazards emergency management training for hospital staff. Programs for training include, but are not limited to: ICS training, Emergency Operations Plan training, and digital preparedness solutions training.

Responsibilities

- Collaborates with the Regional Hospital Emergency Preparedness designee in defining emergency management program mission, vision, and goals.
- Manages emergency preparedness inventory and ensure appropriate equipment and supplies are available, functioning, and used in a correct manor.
- Develops quarterly and annual reports and assessments related to emergency management and other areas as required.
- Collaborates with the Regional Hospital Emergency Preparedness Designee, manage the design, coordination, and implementation of Health System Emergency Management Plans and all hazards Emergency Operations plan(s). Ensure the plans are compliant with regional, state, and federal preparedness planning initiatives, as well as, the Joint commission
- Maintains Hazard Vulnerability Assessment (HVA) risk analysis to determine the facility's risk for natural technological human -caused and other disasters.
- Chair(s) Hospital Emergency Management Committee and attend other related committee meetings; contribute ideas and monitor the planning process.
- Collaborates with Assistant Director of Environmental Health & Safety.
- Serves on
- Conducts regular department rounding to access employee knowledge of emergency preparedness procedures and ensure department specific disaster plans and supplies are in place.
- Monitors and knows all emergency preparedness notification and communication tools. (KS-HAN, KS-Train, EMResource, WebEOC, PharmFinder, MEIS, HAvBED and NDMS Drills , Skyguard, and ALERTUS)
- Participates in the presentation of bi-weekly EHS department meetings.
- Collaborates with the Asst Director Emergency Management (EM)/Business Impact Analysis (BIA), and Emergency Management Committee, implement Hospital-wide semi-annual disaster exercises; one which involves the community and an influx of patients.
- Provides debriefing activities for post evaluation of disaster exercises and unplanned events to develop after action reports and improvement plans. Tracks and coordinates the completion of Improvement Plans, providing regular updates to preparedness committees.
- Develops and provides appropriate training to management and staff regarding emergency preparedness.
- Provides support to the Incident Command Centers of all University of Kansas Hospital Authority facilities as appropriate.
- Participates in appropriate community emergency management and preparedness training, meetings, and committees as requested by the Asst Dir. EM/BIA.
- Collaborates with the management team in the creation, development education, training and implementation of disaster plans that are in alignment w/state and other regulatory agencies.
- Manages disaster response or crisis management activities for the system to ensure availability of staff 24/7 to respond to disaster or potential disaster situation.
- Develops policies and procedures that facilitate compliance and program implementation. Verifies facility meets all standards and compliance with federal regulations related to emergency management training, such as the Joint Commission (TJC), Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA), National Fire Protection Association (NFPA), Center for Medicare & Medicaid Services (CMMS), Department of Homeland Security (DHS) regulations and standards. Also ensure that the facility meets the Emergency Management hospital accreditation body (e.g. TJC, DNV-GL).

Qualifications

Required:
- Bachelor's Degree: Occupational Safety and Health, Emergency Management, Public Administration, Public Health or related field
- Hazardous Materials Operational Level Certification
- FEMA Training: IS 100c, IS 200c, IS 700b, IS 800c, IS 1300
- Knowledge of relevant regulations, standards, and best practices for Hospital Emergency Management, Incident Command Systems, The Joint Commission, and FEMA. Knowledge of emergency preparedness planning, developing, and implementing in a health care setting.
- Knowledge of community emergency service activities and organizations.
- Knowledge of incident command system.
- Demonstrated skills in organizational theories, management techniques, methods, and principles. Sound judgment to ensure operational activities related to emergency preparedness.
- Ability to provide leadership and a high degree of professionalism and personal presence to the organization and community. Maintain excellent working relationships will all levels of the organization and in community settings.
- Ability to analyze data and provide feedback for planning purposes and response.
- Proficient computer skills in all Microsoft products and department specific programs.

- ICS 300: Intermediate Incident Command System for Expanding Incidents
- ICS 400: Advanced Incident Command System for Command and General Staff - Complex Incidents
