The Governance, Risk, and Compliance Archer team is in need of a Release Train Engineer (RTE) for its release train. (Cigna employees - this is a Senior Advisor level role) The RTE drives program level continuous delivery by facilitating and aligning Scaled Agile Program Layer processes and execution. They escalate impediments and help manage risks, and help to ensure value delivery
RESPONSIBILITIES
Helps ensure strategy and execution alignment by working with GRC Business Lead and Archer IT Delivery Lead, Agile Product Owners (APOs), Product Managers, Experience Owners (EOs) and stakeholders
Aggregates Team Program Increment (PI) Objectives into Program PI Objectives
Participates in PI Planning readiness; preparation of Program Vision and backlogs via pre- and post-PI Planning
Establishes PI Planning readiness and facilitates PI Planning
Manages and optimizes the flow of value through the program using various tools
Closely partners with the Agile Product Manager to ensure Epics and Features are groomed, ready for consumption by the Agile delivery teams, and successfully handed off for delivery
Assists with execution and Feature completion
Assists Product Management with economic decision making and by facilitating Feature estimation by teams and then aggregate up to the Epic level, to facilitate capacity planning of the Release Train
Drives continuous improvement via Inspect and Adapt (I&A)
Supports assembly of the budget vs. actuals for regular reviews with management
Assists with economic decision making
Escalates and tracks impediments
Helps manage risks and dependencies
Attends System Demos and Solution Demos
Coaches leaders, teams and Scrum Masters on lean-agile practices and methods
Facilitates the Agile Release Train (ART) Sync meeting
Encourages collaboration between Developers and Solution Architect, User Experience, Engineers and Teams
Reports status and supports activities related to Program Portfolio Management and Release Management
Addresses critical bottlenecks by providing input on resourcing
Encourages and facilitates Team Layer and Program Layer continuous integration and communities of practice for Quality, Engineering, SAFe, Agile and Lean
Ensures the necessary tools are set up for the ART (including software, collaboration tools, Rally/JIRA, CI/CD, etc.), otherwise the team has alignment on how to acquire/build them and has relevant funding
Ensures consistency of processes are followed across the release train including, but not limited to, documentation, Release Management, upgrades, and reporting
Ensures the ART has established working agreements with relevant delivery team(s) on how software will be tested, deployed and operated, including who is accountable
Maintains accurate ART/Program rosters and ensuring team member data such as primary role, ART/Program affiliation and ART/Program allocations are accurate and up to date
QUALIFICATIONS
4+ years of experience with working in the Agile framework, including Scrum, Kanban, or Lean
At least 3 years working as a Product Owner, Scrum Master, developer, tester, or other role on an Agile team
2+ years of hands on experience as a Release Train Engineer.
Experience working with application development
3 years of experience working on complex, enterprise level platforms or solutions
3+ years of Continuous Improvement/Process Management
Rally/JIRA systems working knowledge
Ability to develop a working knowledge of the technical domain to effectively support technical risks that may arise
Exceptional oral and written communication skills
Exceptional leadership skills in order to coordinate collaboration across multiple teams
Proven ability to partner with senior leaders and influence the decision making process, collaborate across the organization and operate effectively within a matrix environment by resolving conflict and influencing others
Experience managing virtual and global distributed teams
RTE/SAFe certification preferred
Experience with Continuous Improvement methodologies, i.e., Six Sigma, Root Cause Analysis, Value Stream Mapping desired
