The mission of the Ohio Department of Mental Health and Addiction Services (OhioMHAS) is to provide statewide leadership of a high-quality mental health and addiction prevention, treatment and recovery system that is effective and valued by all Ohioans.

OhioMHAS is recruiting for a Chief of Recovery Supports to direct the implementation of Ohio’s comprehensive, complex array of statewide recovery support systems initiatives & activities for persons with mental illness and substance abuse disorders (e.g., Employment, Peer Support initiatives, Housing and Homelessness policy and programs, Recovery Requires a Community, etc.).
Duties include, but are not limited to:
Represents the Assistant Director and Director by serving on various state level planning committees dedicated to improving/establishing Recovery and Support programs for clients with MI or SuD or MI/SuD;
Directs and monitors the daily operation of the Bureau of Recovery Supports: supervises professional & administrative staff; supervises contracts from development through completion, including compliance, reporting and grants administration;
Develops and implements policies and procedures and ensures program compliance with federal and state laws and rules by monitoring, reviewing & providing periodic evaluations on the effectiveness of standards;
Makes funding recommendations to the Deputy Director and Assistant Director; assists Department leadership in developing legislation &/or administrative rules;
Acts as consultant to department leadership; serves as liaison between agency & develops and maintains relationships with other state, federal and local agencies, boards, behavioral health providers, constituent groups & trade associations;
Develops annual budget for administration of initiatives and makes recommendations on budgets, funding levels and special conditions to be placed on projects requesting funds;
Oversees development and implementation of guidelines, data collection systems, technical assistance materials, and the development and implementation of statewide training supported by Bureau;
Attends or conducts presentations, meetings &/or conferences (in/out of state) as necessary.
For all “programmatic” positions, completion of undergraduate core program in mental health &developmental disabilitiestechnology, or social work or comparable field (e.g., child & family services), special education, psychology or rehabilitation or 24 mos. exp. in assessing consumers'/residents' needs & abilities as part of interdisciplinary team & in development of habilitation/treatment plans or programs for persons who are mentally ill or developmentally disabled; 12 mos. trg. or 12 mos. exp. in federal & state regulations governing care, custody, treatment, programming & environment of consumers/residents in state facilities & serviced by community programs; 6 mos. trg. in budgeting & spending or 6 mos. exp. determining budget & spending for operational unit or program of agency or firm.
For all “administrative staff” positions, completion of undergraduate core program in business administration/management sciences or 12 mos. exp. in program & policy development for operational unit or program of firm or agency & monitoring implementation; 12 mos. trg. in budgeting & spending or 12 mos. exp. determining budgetary needs & spending for operational unit or program of agency or firm.
In addition to one of preceding categories (i.e., programmatic positions or administrative staff), 6 mos. trg. in manpower planning or 6 mos. exp. scheduling personnel for adequate coverage & making staff projections; 3 mos. trg. in employee training & development or 3 mos. exp. writing training materials or conducting training.
