The Ohio Department of Administrative Services, Administrative Support Division, Office of Finance is seeking an experienced Senior Sourcing Analyst for the Procurement Operations unit.

The Senior Sourcing Analyst will perform the following duties (list is not all-inclusive):
 

• 
  
  Creates routine solicitation documents (e.g., Request for Proposals, Quotes, etc.); 
  
  
  


• 
  
  Coordinates potential sources for procurement of goods & services; 
  
  
  


• 
  
  Writes specifications for Request for Proposals/Quote documents; 
  
  
  


• 
  
  Post opportunities to state procurement website & notifies any additional opportunities to potential suppliers. 
  
  
  


• 
  
  Coordinates responses to solicitation questions with requestor, Office of Legal Services and State Procurement; 
  
  
  


• 
  
  Creates supplier evaluation methods to ensure the integrity of the supplier evaluation & selection process;
  
  
  


• 
  
  Provides market research to assist in the evaluation of competing proposals; 
  
  
  


• 
  
  Receive & open formal quotes and proposals; 
  
  
  


• 
  
  Drafts analysis of results of multiple responses & makes recommendation based on that analysis & provides rationale for selection; 
  
  
  


• 
  
  Compiles supporting documentation for Controlling Board for Waivers of Competitive Selection; 
  
  
  


• 
  
  Creates routine contracts for personal services or goods as necessary; 
  
  
  


• 
  
  Tracks status of purchase requests and follows up as needed. 
  
  
  


• 
  
  Customizes Terms & Conditions to fit specific needs & specifications; 
  
  
  


• 
  
  Determines if supplier has a Finding for Recovery; 
  
  
  


• 
  
  Verifies there are no debarments pending against supplier; 
  
  
  


• 
  
  Validates that proper purchasing procedures were followed; 
  
  
  


• 
  
  Works with Equal Opportunity Division (EOD) & Development Services Agency (DSA) to obtain Minority Business Enterprise (MBE) information & identify prospective MBE suppliers for purchases;
  
  
  


• 
  
  Verifies supplier is active in OAKS, sends documentation to supplier to register in OAKS or AAPV; 
  
  
  


• 
  
  Serves as a backup requestor & utilizes OhioBuys to facilitate the purchasing process;
  
  
  


• 
  
  Works with departmental SME’s to establish specifications of needed products; 
  
  
  


• 
  
  Daily communications with suppliers regarding correct quotes. 
  
  
  

Completion of undergraduate core program in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management or other sourcing related field; 6 mos. exp. or 6 mos. trg. in purchasing/procurement/sourcing. -Or 30 mos. exp. or 30 mos. trg. in purchasing/procurement/sourcing. -Or 12 mos. exp. as Sourcing Analyst, 64512. -Or equivalent of Minimum Class Qualifications for Employment noted above.
