Overview

Job Summary

Management and servicing of an assigned portfolio of incentive recipients over the duration of the grant/tax credit. Ensures annual employment compliance of incentives that support the issuance of the annual tax credit/grant payment. Utilizes specialized knowledge of the incentive projects to address and resolve complex recipient issues and requests.

Responsibilities

Essential Duties and Responsibilities
  1. Works closely with recipients and their CPA's to ensure project compliance with requirements of the incentive agreement, statutory requirements, regulations and policies governing the programs.
  • Review and analyze a high volume of annual report submissions, addresses any deficiencies, and calculates the annual award.
  • Verifies that recipient reported data complies with program guidelines and consistent with policy.
  • Performs comparative analysis of the information provided by the recipients and information obtained by the NJ Division of Labor.
  • Approves and advances annual certifications to the Division of Taxation for issuance of annual tax credit/grant payment/certification.
  • Declines grant/tax credits when recipients have not met program requirements or the terms of their agreements. Facilitates the recapture of tax credits/grant payments if continued violation of the terms of their agreements.
  • Conducts site visits to evaluate and assess continued adherence to the incentive program requirements. Document site visits with executive summary memoranda and checklists.
  • Reviews recipient's requests for modifications to agreements and termination agreements and prepares recommendation memoranda for approval. Attends Project Review, Incentives Committee and NJEDA Board meetings to present projects and respond to questions regarding modification submissions and general program requirements.
  • Maintains project data to reflect annual award estimates for budget funded programs and projects awarded tax credits to assist the Compliance and Budget Reporting Officer with OMB/Treasury reporting. Report on project/portfolio data upon request.
  • Promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer focused work environment among division, EDA staff and external customers.
  • Performs other duties or special projects, as assigned.

    • Strong analytical, technical and organizational skills
    • Ability to prioritize workload, must be highly organized, detail-oriented, handle various tasks simultaneously and work independently within limited time constraints with little or no supervision
    • Must be able to develop a high level of proficiency in understanding and applying NJ statutory and EDA policy guidelines in order to effectively interpret Incentive Agreements
    • Ability to communicate effectively both verbally and in writing; proficient in grammar, spelling and editing; and foster communications with business professionals and EDA staff
    • Ability to meet tight deadlines.
    • Must be able to maintain confidentiality and deal effectively and diplomatically with business professionals and EDA staff
    • Proficiency in Microsoft Office Suite, SalesForce, SharePoint and the ability to learn new software packages

    Required Qualifications

    Education and Experience Requirements

    • Bachelor's Degree and/or equivalent professional experience in Business, Finance, Insurance, or related field.
    • Five years work experience in Business, Finance, Insurance, or related field
    • Experience with legal documents preferred

    Advanced degree or industry specific certification may be substituted for 1 year of experience

    • Ability to work outside normal business hours, as needed

    Travel

    • As necessary to events, meetings, businesses, etc.

    • Valid driver's license
