POSITION SUMMARY:

Targa is looking for a qualified individual who can manage the Integrity Management Programs (IMPs) as required by 49 CFR 192 & 195 for gas and hazardous liquid pipelines respectively. Candidate will manage the identification, assessment and mitigation of risk, particularly as it relates to system design and construction, system operations and system integrity in order to oversee the entire IMP process and be responsible for ensuring Targa meets regulatory requirements.

JOB FUNCTIONS AND KEY RESPONSIBILITIES:


  • Provide leadership in managing the Integrity Management Programs (IMPs) in accordance with Federal and State pipeline regulatory requirements.
  • Oversee internal GIS and/or third party vendors to determine HCA & class locations.
  • Development and maintain the base line assessment plan.
  • Determine appropriate assessment methods based on pipeline information.
  • Manage the risk analysis, continually review pipeline information and adjust as necessary based on available data.
  • Develop remediation plans and schedules based on assessment data.
  • Evaluate need for metallurgical analysis of failures.
  • Manage preventative and mitigative (P&M) measures required on pipelines in the program.
  • Define re-assessment intervals based on risk analysis.
  • Conduct reviews of the IMP's effectiveness.
  • Manage records required to demonstrate the program meets regulatory requirements per 49 CFR 192 & 195.
  • Develop and manage budget for IMP analysis, assessments and remediation.
  • Develop integrity management strategies while controlling costs.
  • Stay current with changes to the IMP regulations.

MINIMUM ESSENTIAL QUALIFICATIONS:


  • Bachelor's Degree in Engineering required, Mechanical preferred (non-degreed personnel based on experience. 6+ years of managing Integrity programs preferred)
  • Ability to communicate with many different departments and third party vendors (Operations, Engineering, Construction, Compliance, EHS, Legal, etc.)
  • Must have strong understanding of 49 CFR 192 Sub Part O-"Gas Transmission Integrity Management" and 49 CFR 195.450 & 195.452 for Hazardous Liquid Pipeline Integrity Management.
  • Excellent written and verbal communication skills.
  • Understand definition of and how to determine HCA's for both gas and hazardous liquid pipelines.
  • Comprehend how risk analysis and ranking programs differ for each vendor based on operator preferences. Must be able to determine appropriate options.
  • Must understand different assessment type, their limitations and advantages.
  • Must be able to schedule and meet remediation deadlines based on regulatory requirements.
  • Continually evaluate and modify preventative and mitigative measure.
  • Must continually evaluate the IMP for gaps and ways to improve the program.
  • Ability to develop and manage budget for IMP, currently upwards of $5 Million.
  • Ability to lift, push, and pull at least a minimum of 50lbs.
  • Regular and reliable attendance.
  • Travel up to 25%

PREFERRED QUALIFICATIONS:


  • Professional Engineer (PE) a plus, but not required.
