Idaho National Laboratory's (INL) Governance Systems & Support group is seeking forward-thinking, professionals interested in exploring a career as the Governance, Systems, & Support Manager!

The Manager, Governance, Systems, & Support will provide expertise to the program and is fully accountable to lead and manage, without appreciable direction, Acquisition & Contracts Management's governance infrastructure. This includes, but is not limited to, development and maintenance of lab procedures, process workflows, desktop procedures, guides, business system functional needs, controls, internal assessment program, data analytics, spend analysis, strategic sourcing, BEA's and Small Business Programs, and related contract support functions. Business systems functional needs/controls include requirements identification, business process mapping, and optimization for automation tools supporting all functions in acquisition and contracts management (ex. iBuy, iDocs, P-Card System, PEMP Management). Spend analysis includes aggregating, classifying and using laboratory wide spend data for the purpose of reducing laboratory wide costs, and improving operational performance. The position requires development of the methodology and a road map for implementation of spend management tools. The position is also responsible for synthesizing multiple sets of sophisticated data and integrating the data sets into information that is usable and meaningful by INL senior leadership, as well as procurement leadership. The spend management data produced will have a high level of visibility within BEA, Battelle Corporate, DOE and DOE-HQ. Assurance oversight includes management, coordination of all procurement balanced scorecard and laboratory required performance assurance activities pertaining to acquisition and contracts management functions. Acquisition support functions include metrics, bench marking, infrastructure, data extraction supporting spend analysis, document management (including process workflows & instructions), contract general provisions, procurement process descriptions, body of knowledge, and customer help functions. Responsibility for cost/price analysis of acquisitions in accordance with established thresholds, human capital management, succession planning, professional development and mentoring are also duties of this role.

Responsibilities Include:

To the Director of Acquisitions & Contract Management and staff for:


  • Execution of assigned responsibilities within defined cost, scope and schedule.

  • Holding staff accountable for performance and outcomes.

  • Timely reporting of accurate acquisition metrics and submittal of CDRL's.

  • Performing and taking actions vital to ensure work is in a safe, secure, efficient and compliant manner.

  • Effective implementation and operation of lab wide automated acquisition systems.

  • Providing spend analysis that can be used to enhance their ability to make strategic buying decisions.

  • Take action vital to develop, implement and maintain standards and procedures associated with maintaining a DOE approved purchasing system including Small Business Program, spend management, spend analytics, and strategic sourcing.

  • Executing assigned plans, budgets and committing assigned resources in fulfillment of INL's mission.

Minimum Requirements:


  • Bachelors' degree in a business field (finance, accounting, or supply chain preferred) and 7 years of business experience | Advanced Degree and 5 years' demonstrated ability across a wide variety of contract related functions in a DOE M&O contractor environment.

  • Demonstrated experience and capabilities in leading or running governance activities, data analysis and be proficient in key success factors in maintaining a DOE-Approved acquisition system in a contractor environment.

Preferred Requirements:


  • Demonstrated competency in evaluating regulations, laws, requirements and translating them into executable processes and procedures.

  • A solid understanding of Federal Acquisition Regulations (FAR) and Department of Energy Acquisition Regulations (DEAR).
