SUMMARY

Human Resource Administrative Specialist's objective is to accomplish administrative and technical work that supports the creating, collecting and tracking of human resource actions in order to identify and obtain a high quality and diverse workforce that is capable of accomplishing the organizations mission.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:

• Maintain organizational charts and detailed job descriptions along with salary records.

• Forecast hiring requirements and ensure recruitment process runs smoothly.

• Process employees' queries and respond in a timely manner.

• On-boarding/off-boarding of personnel.

• Processing Management Change Requests (MCRs) to provide updates to the DHA Joint Table of Distrubtion (JTD). Includes preparation of all associated documentation required by DHA Manpower (Executive Summaries, organizational charts, justifications, etc.).

• Assist in the tracking of position descriptions.

• Assistance with executing personnel actions associated with Management Directed Reassignments.

• Ability to take direction and independently complete tasks.

• Assist with the coordination and tracking of hiring packets.

• Performs other job-related duties as assigned.

EDUCATION AND EXPERIENCE

• BSc/MSc in Human Resources or relevant field.

SUPERVISORY/MANAGEMENT AUTHORITY

• No supervisory or management authority.

KNOWLEDGE, SKILLS AND ABILITIES

• Knowledge of human resource management and civilian personnel directives, regulations guidelines.

• Skill in interpersonal, oral and written communications to present facts, recommendations, and instructions to all levels of the staff relative to the civilian personnel management program to clearly articulate personnel requirements, issues and priorities so leadership can make informed decisions.

• Knowledge of pertinent laws, regulations, policies, and precedents, which affect the use of the civilian personnel program and related resources, is required.

• Skill in developing and delivering presentations and briefings, and in building consensus with high level officials and representatives.

• Requires knowledge of Correspondence and Task Management System (CATMS)/Task Management Tool (TMT) to initiate and track Competitive Hire actions, MCR packages and other manpower/personnel actions from start to finish.

• Excellent verbal and written communication skills.

• Knowledge of DHA Civilian Hiring Process.

• Prior experience or background in writing Standard Operating Procedures is a plus.

• Strong Administrative background with Human Resource experience is preferred.

• Must possess a current CAC or recently held a CAC.

• NACLC investigation required.

WORK ENVIRONMENT

Work will be primarily performed in a climate-controlled office environment. Intermittent telework available upon completion of training requirements.
