Role Summary:


Responsible for managing all aspects of fiber route design, network capacity management, and long-range network planning within the Crown Castle Network. Work within the Network Engineering organization to ensure network designs meet all established standards to ensure the proper balance of fiber backbone reinforcements are developed to compliment deployed electronics. The Manager will establish standards and best practices for capacity management of optical fiber cable, conduits, and passive network systems that extend the useful life of inside and outside plant assets.  This role will have both a business and technical expertise that enables you to drive engagement among the Infrastructure Technical teams, Commercial Sales, Policy, Finance, and Legal teams.


 


Essential Job Functions:



  • Leads network design and planning in collaboration with fiber construction teams on proposed large-scale fiber network projects.

  • Establishes design solutions for network expansion and large or complex customer network designs.

  • Collects and analyzes network capacity data to forecast fiber capacity exhaustion and initiates projects to proactively address capacity constraints.

  • Utilizes data to initiate projects to overbuild networks, optimize fiber routes, and/or address densification of metro services according to established network architecture standards.

  • Develops business cases and projects to address forecasted capacity constraints to meet customer demand.

  • Responsible to negotiate costs within scope of project, hold Vendor accountable to ensure budget is maintained; ensure Project Managers and customers are aware of issues that will impact project completion or cost.


  • Identify facilities in support of customer colocation and network backbone infrastructure. 

  • Work with Type II provider networks to enhance network footprint.

  • Perform testing of new products related to fiber optic cable, demarcation, & passive systems in a lab environment. Document findings and create methods and procedures for implementation. 

  • Develop methodologies for projecting network and fiber backbone capacity needs to ensure network readiness to meet business needs.

  • Monitor and maintain backbone fiber capacity.

  • Assist in providing cost analysis and technical solutions for non-standard or complex customer orders. 

  • Work with regional construction leadership for network project planning and design solutions for large customer network builds. 

  • Perform and document processes and procedures that will support network operations deployment. 

  • Work with other team members and groups to develop scalable network designs, solutions and policy recommendations.

  • Support records group to enable best use of network tools related to capacity management.


  • Develop/evaluate network enhancement alternatives and put forth business case recommendations for management

  •  Monitor adherence to published standards. Develop corrective action plans to address any issues identified. Support the development and implementation of new standards.

 


Education/Certifications  



  • Bachelor’s Degree in Engineering, Telecommunications, Computer Science, or related field required and/or five plus (5+) years of telecommunications experience or equivalent work experience required

 


Experience/Minimum Requirements  



  • Three plus (3+) years of supervisory/management experience

  • Leading the development of project plans and managing budgets, timelines and deliverables

  • Identifying potential project risks and creating solutions to drive business initiatives

  • Ability to develop high performing teams while leading through change to meet business demands

  • Strong background with GIS based mapping systems and data analysis

  • Experienced in fiber qualification, OTDR, PMD, CD testing and analysis

  • General knowledge of lit infrastructure DWDM, MPLS, and wireless system connectivity

  • Have a deep understanding of both outside & inside plant cabling products and distribution methods.

  • Experienced in outside plant construction design and permitting procedures. 

  • General understanding of third-party licensing process for both aerial and underground deployments.

  • Experienced with fiber optic splicing and testing procedures.

  • Knowledge of datacenter, telco fiber/lit services (ordering and installation): colocation, rack and power (AC and DC), fiber, ethernet, and permitting

  • Capable of leading a project from design concept to network implementation.

  • Experienced technical writing skills enough to produce white papers, test cases, test plans, design documents, and technical diagram

Working Conditions: Works in a normal office setting with no exposure to adverse environmental conditions.  During COVID19 conditions, this role will work remotely to mitigate risk.
