Job Summary



This position leads and directs managers and senior technical staff within an IT area which provides research systems analysis design and application development and/or integration of CNA systems. This position has an understanding of technical systems from an end-to-end perspective automated solutions to business problems and/or maintenance of centrally developed systems. This position will focus on the management of business applications development and/or developing alternative solutions.

Essential Duties & Responsibilities

• Performs a combination of duties in accordance with departmental guidelines:


• Directs plans and controls all activities and staff of an applications programming area and has full management responsibility for the performance and development of subordinate staff in accordance with corporate strategic direction. May include matrix reporting relationships.


• May lead or coach others to lead projects or programs.


• Directs the integration of vendor applications and/or consulting resources into existing applications and/or resources.


• Works closely with client department?s management to identify system requirements assess impact to other systems compare costs and benefits and recommend solutions for the highest risk programs.


• Directs all phases of the system development and implementation process including analysis design development and/or integration testing and on-going maintenance of application programs.


• Provides direction on defined operational metrics and future organizational initiatives. Analyzes and prepares activity and progress reports regarding the actual versus planned metrics team utilization delivery and quality commitments and budget of the applications development area.


• Participates in the identification and selection of information technologies vendors and/or consulting resources which assist the functional business units in meeting their strategic objectives. Includes managing vendor relationships participating in contract negotiations and ensuring adherence to requirements. May include off-shore or remote consulting services.


• Prepares and manages an annual budget for areas of responsibility.

Skills Knowledge and Abilities

1. In-depth knowledge of the system development life cycle including the integration of vendor systems into existing systems.

2. Senior level knowledge of internal business partner?s functions and systems.

3. Excellent management and project management skills with the ability to organize and plan effectively to achieve short and long range goals and objectives.

4. Requires excellent interpersonal and communication skills with the ability to work effectively with various levels of internal and external business partners including but not limited to peers subordinates management and vendors.

5. Proven ability to lead and motivate others in accomplishing goals.

6. Ability to exercise professional judgment and assume responsibility for decisions which have an impact on people quality of service and costs.

7. Advanced computer skills including Microsoft Office suite and other business related software systems and languages.

8. Must be able to manage teams that use Mainframe DB2 UNIX Oracle Websphere J2EE Java Peoplesoft Business Objects and ETL etc. Other technologies will apply dependent on business area supported.

9. Ability to direct offshore and remote consulting resources.

Education and Experience

1. Bachelor?s Degree with Master?s preferred in Computer Science or related discipline or equivalent.

2. Typically a minimum of ten years experience in application program development with previous supervisory / management experience including preparing and managing significant operating budget.

3. Applicable certifications preferred.
