Summary:

The Human Resources Coordinator is responsible for staff safety, onboarding, training and evaluation, HR administration, and assistance in a variety of tasks relating to Human Resources.

Reporting Requirements:

The Human Resources Coordinator reports to Finance and Administrative Director.

Fair Labor Standards Act (FLSA) Status and Classification:

This is a full-time, 12-month, non-exempt position.

Essential Duties and Responsibilities:

Safety:

Facilitate and direct the Safety Advisory Committee, co-chairs the Emergency Preparedness Team.
First point of contact for workers compensation claims. Responsible for reporting claims to workers compensation and communicating with medical providers and injured employees when necessary for coordination and claims resolution. Responsible for tracking, and annual workers' comp postings.
Ensure Cal/OSHA compliance.
Ensure the maintenance of the Cal/OSHA Form 300 and Cal/OSHA Form 300 Appendix A for all centers and ensures postings as required.

§ Oversee the creation, delivery, and implementation of employee safety incentive plan. Monitor and report plan effectiveness to Key Management and Human Resources Committee.

§ Provide on-going training as needed for IIPP, HIP, Safety Incentive, Hazard Communication and Emergency Preparedness Plans.
§ Design improvement plans to reduce risk and liability claims.

Ensure the communication of timely, relevant safety information to staff. Provide support and resources to staff. Assist with quick and effective recovery programs that will allow staff to return to work in good health and safety.
Ensure all agency safety program protocols are understood and implemented.
Maintain agency-wide injury and illness prevention plans (IIPP). Updates same
Conduct agency-side ergonomics evaluations and recommends improvements.
Investigate accidents and prepares reports for insurance carrier.


Hiring & Onboarding:

Organize reference checks and employment verifications.
Conduct criminal record checks, child abuse index checks, and schedule post offer physicals.
Support Human Resources Coordinator II with conducting preliminary telephone or face-to-face screening interviews to determine the appropriateness of applicants.

Prepare, schedule, and deliver an overview for new staff or on-going as needed.
Assure new staff have access to all relevant files in Office 365 SharePoint.
Create email addresses for new staff and assuring inclusion in necessary email groups.
Work with supervisors and managers to meet timelines for completion of training plans and maintain in HR.


Training and Evaluation:

Train all staff on the personnel practice's handbook.
Assist and train staff in the use of performance appraisal tools.
Coordinate evaluation process for all employees, including creation and delivery of evaluation materials and follow-up to ensure compliance with Head Start performance standards.
Manage, administer, and track all staff performance evaluations in OnePoint HCM. Add and edit job competencies and job positions.
Track agency-wide mandatory trainings and certification renewals, in addition to annual review due dates, generating variety of report and communications with managers to collect required documentation and reviews.
Coordinate trainings, pre-services, and in-services with direction from the Executive Director.



HR Administration:

Maintain accurate and up-to-date employee records in an integrated computer based and paper-based information system. (OnePoint HCM and Child Plus)
Maintain agency wide personnel files for current and terminated employees, in accordance with legal compliance.
Manage and ensure the education, training and certification requirements for all staff meet the HS performance standards.
Provide support to staff and management to research course offerings at colleges and universities. Manage, project, and process education reimbursements.
Track, add, edit completed courses, training, and certifications in OnePoint HCM.
Prepare and submit child development teaching permits to Commission on Teacher Credentialing.
Track and update changes in Office 365 SharePoint.
Track and update email addresses and email groups
Maintain job descriptions library.
Ensure the compilation of annual Program Information Report (PIR) data and delivery.
Generate various reports
Maintain substitute list and approve timesheets.
Create letters and correspondence as needed.

Complete required benefit reports, such as CMS, 403(b) SAR and QDIA, etc.

Create and maintain job descriptions, with the assistance of managers and supervisors.
Coordinate evaluation process for all employees, including creation and delivery of evaluation materials and follow-up to ensure compliance with Performance Standards.

Finalize and coordinate distribution of Personnel Practices Handbook, annually and as needed.
Coordinate annual updates to Human Resources' Operations Manual.
Participate in staff development for the organization.
Participate on committees and special projects as requested.
Other duties as assigned within the scope of this position.

Knowledge:

Basic principles, techniques and practices of modern office practices and procedures, automated data processing.
Knowledge in the area of staff safety

Performance Standards and other agency policies governing operations related to job duties, work performance and personal conduct.
Operation of common business software, including Word, Excel and Outlook.


Language Ability:

Correct English, including vocabulary, grammatical usage, spelling, and punctuation. Ability to read, write, speak, and comprehend the English language. Ability to read and interpret required documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to speak effectively with children, parents, staff and community as needed.

Mathematical Ability:

Ability to add, subtract, multiply, and divide in most common used units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

Reasoning Ability:

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.

Other Abilities:

Analyze situations and make recommendations.
Analyze and prioritize workload.
Establish and maintain appropriate records and anecdotal notes and prepares various reports and other correspondence as required.
Establish and maintain effective work relationships with co-workers and public as required.


Experience:

Three (3) years of experience in general office work in Human Resources and staff safety.

Education & Continuing Education:

Associates degree in Business, Public Administration or related field or equivalent administrative experience. Continuing training as required.

Physical Requirements and Work Conditions:

Physical Activity: On a continuous basis, sit at a desk for long periods of time. Intermittently, twist and reach office equipment; write or use keyboard to communicate through written means. Lift up to 25 lbs.
Use of Senses: Must show good listening skills and the ability to successfully hear conversations, both live and on the telephone. Good vision corrected if necessary.
Environmental Conditions: The duties of this position are usually performed in a hazard-free indoor environment and occasionally outdoors in weather conditions. The noise level is moderate.
Atmospheric Conditions: No fumes, odors, dusts, smoke, gasses, or poor ventilation.


Other Requirements:

Department of Justice Fingerprint and child abuse index clearance.
Post-offer physical examination; TB clearance; proof of immunization or immunity to pertussis and measles; and annual flu vaccination or signed declination.
Valid California Class C driver's license, readily available and reliable transportation and minimum vehicle insurance as required by law.
