Responsibilities

SUMMARY:

Under the supervision of the Human Resources Manager, the HR Recruiter focuses primarily on managing the full lifecycle of recruiting and all related activities. This position collaborates with department leaders to identify hiring needs. This position is responsible for helping to ensure our company attracts, hires, and retains the best employees while growing a strong talent pool for our recruiting pipeline.

JOB DUTIES/KNOWLEDGE/JOB PERFORMANCE:


  • Manages the full lifecycle of recruiting, including, but not limited to, assisting with position justifications, preparing job postings, editing/creating job descriptions, posting jobs, screening resumes, conducting phone screens, coordinating, scheduling and participating in interviews, preparing and extending job offers, and conducting background and references checks.

  • Sources high level candidates by generating leads through various recruiting channels, strategic planning, referrals and other resources o and build and maintain a solid candidate pipeline

  • Collaborates with Business Services on the creation, maintenance, and negotiation of temporary agency, outsourced payrolling services, ATS and other required contracts

  • Research job board and other recruitment offerings for services, pricing, and fit with our business needs.

  • Creates, maintains, and recommends process improvements for recruitment workflow and procedures.

  • Serves as the HR department's subject matter expert on the agency's ATS system, identifying process improvements and opportunities for automation.

  • In collaboration with the HRIS Specialist, assesses the agency's ATS reporting tools and provides recommendations on key recruiting metrics, such as "Time to Fill" and position activity.

  • Responsible for maintaining accurate and timely records via the HR files and Applicant Tracking System.

  • Manages pre-screening, eligibility determination, and other administrative requirements for internal mobility program.

  • In collaboration with HR Manager, provides an ongoing assessment of recruiting strategies, reviews results, and make recommendations for enhancements.

  • Responsible for meeting recruiting goals set by the Sr. HR Director.

  • Recommends new approaches and procedures to effect continual improvements in efficiency in recruiting efforts.

  • Partners with the HRIS Specialist and HRBPs to coordinate new hire onboarding activities, including the collection and review of all required pre-employment documentation, monitoring of electronic onboarding activity, and document filing.

  • Manages the upkeep of agency job descriptions ensuring current copies are in HR files and posted to agency intranet.

  • Assists the HRBPs with conducting job shadowing, FLSA and salary grade and FLSA assessments, as needed.

  • In collaboration with the HRBPs, conducts analysis of compensation and provides recommendations to HR Manager.

  • Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed related to recruiting.

  • Assists with data collection and review for the Affirmative Action Plan project.

  • Participates as an HR representative on internal committees as needed.

  • Assists the HR team with projects as needed (i.e. Open Enrollment, Wellness promotions, HR system upgrades).

  • Maintains current knowledge and understanding of regulations, industry trends, current practices, new developments, and applicable California laws regarding human resources.

  • Ability to work in fast-paced environment and maintain a sense of urgency.

  • Provides excellent customer service to candidates and hiring managers.

  • Performs other duties as required and assigned.

Qualifications

Qualifications:


  • 2-3 years of experience of full cycle recruiting.

  • 1+ year of recruiting experience for clinical roles.

  • Bachelor's degree or equivalent education and experience required.

  • Excellent communication skills, both written and verbal.

  • Hands on experience with various interview and selection processes (video and phone interviewing).

  • Experience working with various HR databases and Applicant Tracking Systems (ATS).

  • Proficiency in all MS Office programs required.

  • Knowledge of federal, state, and local employment-related labor and employment laws and regulations required.

  • Requires maturity and experience to interface with all levels of management and staff required.

  • Strong leadership, analytical and problem-solving skills required.

  • Outstanding customer service skills required.

  • Ability to work in a fast-paced environment where regular change is part of the culture.

  • Strong planning, collaboration and teamwork skills required.

  • High level of integrity and professionalism required.

  • Ability to work well under pressure and meet deadlines.

  • Strong follow through, accountability, initiative. and flexibility required.
