The Senior Software Engineer will provide technical oversight, assessment, and analysis of software-intensive MDAP/MAIS programs in support of (OUSD(R&E)). This team of problem solvers supports OSD to mentor programs on best practices and assess risk, versus hands on development.
JOB DESCRIPTION AND RESPONSIBILITIES:
Provide software engineering subject matter expertise and mentoring in the evaluation, assessment, and execution of MDAP/MAIS programs
Conduct statutory/regulatory independent technical assessments of MDAP/MAIS programs (e.g., Program Support Assessment (PSA), Preliminary Design Review (PDR), Critical Design Review (CDR), and software focused reviews) to assess the status of software efforts as well as risks and issues
Perform independent software parametric analysis of development progress based on parameters received from program offices to quantitatively predict completion dates
Perform ad hoc analysis and generating high quality technical reports and presentations for senior DoD leadership to support public speaking engagements, symposium, conferences, and Congressional/OSD/Service reports
Critically review program milestone documentation and contractor deliverables to assess software equities across all phases of the system acquisition life cycle from advanced development planning, estimating, deployment decisions, and sustainment
REQUIRED SKILLS AND QUALIFICATIONS:

Bachelor's Degree in Computer Science or an Engineering Discipline
Senior level software subject matter expertise including a strong background in Software Engineering on DoD military platforms, Service-Oriented Architectures (SOA), Agile development, Software Measurement and Metrics, Software Security, Systems Integration, Software Testing, and Software Sustainment
Experience using predictive SW metrics and quantitative analysis techniques to gauge software quality, schedule and readiness in support of data based decision making
Knowledge of Software Requirements Management (stability, traceability, dependencies, etc.)
Expert knowledge of the DoD weapon system acquisition and Systems Engineering processes defined in DoD Instruction (DoDI) 5000.02 and the Defense Acquisition Guidebook (DAG)
DESIRED SKILLS AND QUALIFICATIONS:
TS/SCI Clearance
Master's Degree in Computer Science or another technical or quantitative discipline
Expert technical knowledge of more than one MDAP or MAIS program
Familiarity with DoD data repositories such as Defense Acquisition Executive Summary (DAES), Defense Acquisition Management Information Retrieval (DAMIR), Joint Capabilities Integration and Development System (JCIDS), Knowledge Management/Decision Support (KMDS), Acquisition Information Repository (AIR), etc.
Expertise with modern large scale SW development (e.g., CI/CD/automation/full-stack/DevOps/cloud/Amazon Web Services (AWS)) processes on MDAP/MAIS programs
Prior experience as a chief software engineer or architect on a program
Experience in assessing software schedule realism (e.g., experience in evaluating the viability and degree of optimism in software schedules)
