Job Description:

The Program Manager for the Harvard Humanitarian Initiative Executive Negotiation Project (HHI ENP) serves as the primary administrative and program management resource for this new and exciting program.


The Harvard Humanitarian Initiative (HHI) is an affiliated program within the International Division of the Brigham Health Department of Emergency Medicine and is the primary humanitarian outreach arm of Harvard University. This position reports to the Chair of Emergency Medicine and under the guidance of Harvard Humanitarian Initiative's (HHI) Executive Director. The Program Manager will be part of the HHI operations team and will be responsible for the overall ENP administration, as assigned by the ENP Project Lead.


The Harvard Humanitarian Initiative Executive Negotiation Project - Advanced Strategies for Humanitarian Leaders is a program designed by HHI to advance field level innovation and advanced leadership development. The program aim is to enhance organizational performance and equip humanitarian practitioners at multiple levels to plan and engage in humanitarian negotiations at the local, regional, and international levels, and to operationalize principled humanitarian action in complex environments.


The HHI ENP is a 24-month program funded by USAID aiming to enhance the capacity of humanitarian leaders to engage creatively and productively with local and national organizations, including political actors and armed groups, and to develop strategic and tactical approaches to better advance the aims of principled humanitarian action. This will be accomplished by creating a unique academic partnership with USAID and with field leaders and organizations to bridge the gap between theory and practice.


The HHI ENP will work with USAID to create a dynamic online and onsite community of learning and practice by implementing three distinct programmatic activities serving different groups of participants:



  • Negotiation Strategies for Senior Leaders in the Field: Providing strategies and approaches for senior executive humanitarian leaders, focusing on responsible leadership and negotiation across sectors;


  • Humanitarian Access Negotiation for Frontline Leaders: Proven advanced negotiation training programs for local humanitarian leaders, focusing on operational challenges and dilemmas, as well as developing the capacity of national staff;


  • The Humanitarian Design Lab (HDLab): Creating a learning partnership between academic organizations, humanitarian leaders and local innovators, focusing on creating and scaling effective solutions.



  • Responsibilities:

  • Serve as the primary administrative lead and point of contact for HHI ENP with internal and external partners and stakeholders.


  • Develop and implement project management systems to track all progress, expenses, and deliverables with each programmatic offering.


  • Ensure an optimal flow of information and planning within the ENP team and provide Activity Leads and staff with technical assistance in the planning, design, and implementation of projects as requested, to ensure the coherent use of resources.


  • Schedule all stakeholder meetings which includes ensuring faculty and collaborators are prepared with material and timelines.


  • Liaise with USAID to ensure coordination and timely delivery of all project deliverables and reports.


  • Liaise with faculty and facilitators on curriculum development, organization, presentation, and revision activities, including online curriculum component to facilitate the work of the Instructional Designer and Monitoring and Evaluation Specialist.


  • Supervise ENP staff including the Monitoring & Evaluation Specialist, Instructional Designer, and students.


  • Organize logistics, such as venues, lodging, conference space, travel, and other ENP-related meetings and events as needed.


  • Connect with Communications team to disseminate content regarding ENP activities.


  • Coordinate material as needed for program sessions, including identifying content and supervising its execution.


  • Collaborate with the appropriate departments to manage the ENP budget and ensure compliance with grant terms.


  • Manage shared documents.


  • Oversee performance of direct reports as required by program growth.


  • Coordinate ENP with all other HHI leadership training programs.


  • Upon request, represent ENP in working groups or meetings.






  • Qualifications

    Qualifications:



  • Bachelor's degree required


  • Graduate degree preferred


  • 5 or more post-graduate years of relevant experience in project management, grant management, and training programs


  • 3or more years of managing staff experience preferred





  • Skills/Abilities/Competencies Required:



  • Demonstrated ability to establish and manage complex project plans with competing priorities


  • High degree of analytic ability to manage the financial aspects of the position


  • Excellent interpersonal skills


  • Outstanding organizational skills


  • Demonstrated confidence and exceptional ability to communicate clearly and effectively in person and online with multicultural stakeholders


  • Excellent negotiation and collaboration skills across time zones and geographic locations


  • Availability to travel internationally when needed


  • Able to work in the absence of complete information


  • Must be detail oriented and have proven ability to self-motivate with a strong sense of initiative.
