The Scientist III provides scientific, technical and programmatic services to the NOAA Weather Program Office Director including project development, implementation and tracking.

Essential Duties & Responsibilities:


  • Interacts with NOAA program managers to gather information on existing numerical prediction advancement projects (including ensemble model design and initiatives) supporting Sub-seasonal-to-seasonal (S2S) forecast improvements and the development of a national Earth system prediction capability
  • Supports the preparation of Office of Weather and Air Quality (OWAQ) Strategic Plans, Program Baseline Assessments, Annual Operating Plans (AOP), cost/schedule performance reporting and schedules for internal / external meeting coordination. Manages risk and interdependencies to meet the project goals and objectives throughout program/project life cycles
  • Coordinates with WPO National Earth System Prediction Capability (ESPC) program to bridge across timescales, research, and operations
  • Coordinates with and supports the WPO Sub-seasonal-to-Seasonal (S2S) S2S program-sponsored workshops; provides community outreach and communicates the S2S program relocation to WPO
  • Establishes new and nurtures existing communications between operational forecasters and the model forecast producers. Collects operational needs and assists in the development of funding opportunities to bring solutions from the research community into current and future employed systems
  • Communicates outreach topics between agencies, including research to operations (R2O), and operational or pseudo-operational needs translated to research (O2R) with the Climate Prediction Center (CPC) and Climate Testbed (CTB)

Supervisory/Management Authority:

  • Provides project management level oversight and scientific guidance in planning and tracking related service, product and system improvements from concept to delivery and communicate task status and schedule changes

Education and/or Experience:

  • A master's degree in meteorology, Oceanography, Cryosphere or similarly related field
  • Experience in numerical modeling is preferred but not required
  • Minimum of two (2) years' experience in meteorological, or related, project management, program management, resource management (budget, personnel), and program planning documentation, grants management, and knowledge of R2O conventions (Readiness Levels)
  • Minimum of two (2) years of relevant experience interacting with government agencies
  • Minimum of two (2 years of technical writing experience

Knowledge, Skills and Abilities:

  • Strong analysis and problem-solving skills
  • A clearance is not required but a plus
  • Proficient in MS Office Suite and other database platforms
  • Excellent communication skills; both oral and written
  • The ability to successfully pass a drug screen and a federal background check is mandatory

Work Environment:

  • On-site climate-controlled office building. Currently during COVID restrictions, telework from home is authorized
