SUBCONTRACTS MANAGER

IndraSoft, Inc is seeking an experienced, hands on, well rounded Subcontracts Manager to oversee our organizations' subcontracts portfolios. The Subcontracts Manager will manage multiple subcontracts and related change orders to ensure compliance with prime contract, procurement policies, applicable laws, regulations, and terms. Tasks include subcontract proposals, subcontract negotiations and subcontract formation and administration. Also serves as a back to the Director of Contracts therefore prime contract knowledge and experience is paramount. This position typically works under limited supervision and direction. Incumbents of this position will regularly exercise discretionary and substantial decision-making authority. Reports to the Director of Contracts.

Responsibilities

• Drafts, negotiates, executes Non-Disclosure and Teaming Agreements;
  
  
  
  • Drafts, negotiates and executes Subcontract Agreements, and ordering vehicles;
  
  
  • Prepares subcontract requests for proposal (RFP/Q), subcontractor cost and/or price analysis and consent packages;
  
  
  • Manages and administers complex FFP, LH, T&M, and hybrid subcontracts and delivery orders, including administration of change orders, modifications, and any terminations;
  
  
  • Responsible for ensuring all subcontract files are CPSR compliant;
  
  
  • Leads subcontract negotiations;
  
  
  • Monitors and assists in small business subcontract reporting;
  
  
  • Maintains contact with PMs/Market Leads regarding subcontract negotiation, preparation and performance including risk assessment;
  
  
  • Prepares and disseminating information regarding subcontract status, compliance, modification, deviation, negotiation and termination;
  
  
  • Supports pre-award / proposal efforts;
  
  
  • Supports subcontracting plan initiatives with socio-economic concerns, as required;
  
  
  • Performs peer reviews and audits;
  
  
  • Serves as an advisor to Senior Leadership and Key Stakeholders;
  
  
  • Serves as a back-up to the Director of Contracts when needed. Duties included but not limited to review of prime RFQs, contract awards, and modifications, review of Small Business Subcontracting Plan and Participation Plan, Government reporting (eSRS, FFATA, CDRLs, SCR), as needed;
  
  
  • Mentors junior staff;

Required Qualifications

• Bachelor's degree in Business or related field, or an equivalent amount of experience;


• 7+ years of industry experience in supply chain / procurement;


• Having served in a prime contracts administration role;

• Proven skills in preparation, negotiation, execution and interpretation of various subcontract types: Firm Fixed Price (FFP), Firm Fixed Price / Level of Effort (FFP/LOE), Time & Material (T&M), and ordering agreements (IDIQ, BOA);


• Strong understanding of the selling and buying realm of Government Contracting;


• Strong understanding of FAR and Agency FAR Supplements, specifically DFARS;


• Strong business acumen;


• Organized, detail-oriented, and refined time management skills;


• Excellent contract review and negotiation skills;


• Experience in working in a CPSR environment;


• Excellent customer service skills;


• Have a strong ability to identify, analyze and solve problems;


• Proficiency in MS Office suite;


• Veterans are encouraged to apply;


• Having experience in a small and large business setting is a plus;


• Having experience with managing multiple entities, subsidiaries is a plus;

Desired Qualifications

• CFCM or CPCM certification
