Job Description:

The Sr. (Lead) Engineer position facilitates the implementation activities for all new Regional Transmission Expansion Plan (RTEP) projects.  This includes coordination of engineering and construction activities with Transmission Owners and Interconnection Customers, and facilitation of outage planning, model coordination and markets activities required to integrate generation and merchant transmission interconnections, and new transmission infrastructure improvements, into PJM Operations and Markets.  The Sr. (Lead) Engineer position is expected to take a leadership role in both assisting co-workers with interconnection issues that arise in the course of normal departmental activities and to engage other departments when questions arise regarding the interconnection process.      

Because of COVID-19 this position will be temporarily working from home until a return to campus plan is finalized



Essential Functions:


  • Serve as a liaison and develop required external interfaces between PJM and transmission owners, generation and merchant transmission Interconnection Customers, and other key stakeholders regarding engineering & design, construction, outage planning and commissioning for new interconnections to the PJM Bulk Electric System.


  • Develop and coordinate project work plans for generation and transmission system reinforcement projects involving multiple customer needs across multiple transmission owner systems.  Use project management approach for the implementation of generation and merchant transmission interconnections, baseline reliability upgrades, network upgrades, Transmission Owner Identified upgrades and Supplemental Upgrades.


  • Perform project management functions related to establishing milestone schedules and detailed schedules as required, along with monitoring achievement of milestones and critical path tasks from engineering & design through construction and project in-service date.


  • Apply a strong working knowledge of the OATT to effectively manage interconnection project issues and implement interconnection project controls as outlined in PJM Manual M14C. 


Examples of key areas include:


  • Facilitation of Transmission Owner and Interconnection Customer invoicing process, scope change management, and project cost reconciliation process and dispute resolution as required.


  • Coordination of OATT required Inspection, Testing and Energization activities.


  • Coordination for projects that exercise the “Option to Build” alternative.


  • Facilitation of projects that revise in-service milestone dates and details related to project suspensions.


  • Travel to construction sites and project meetings to review the project status of substation, transmission and generation interconnection projects within the PJM Transmission Owner territories.


  • Develop collaborative relationships with Transmission Owner counterparts to ensure regular milestone updates for RTEP projects within assigned Transmission Owner territories.  Provide timely updates of RTEP project status for PJM database tracking and PJM management reports.


  • Proactively work with other members of applicable PJM Operations and Markets departments to coordinate RTEP project integration activities, including outage planning, EMS model coordination, metering and communications, set-up of eTool accounts and other markets interfaces.


  • Develop and implement tactical plans consistent with the division/department strategy, including documentation of processes, development of infrastructure integration metrics, and customized internal communication plans.


  • Support project cost evaluations and construction feasibility of competitive FERC Order 1000 project proposals


  • Coordinate with PJM Procurement to retain and coordinate competitive cost and constructability consultants


Characteristics and Qualifications:

Required:


  • BS degree in Engineering or equivalent work experience


  • At least 5 years of experience with major substation and transmission line construction and maintenance, or generation operations, construction and maintenance activities


  • At least 5 years of experience project management experience, involving coordination of multi-disciplined organizations related to Interconnection processes, utility engineering or operations and maintenance


  • At least 5 years of experience project controls, including project scheduling, invoice review and approval, cost estimating, and scope change management


  • Ability to produce high-quality work products with attention to detail


  • Experience in quantitative and qualitative analysis


  • Ability to use mathematical and electrical theory


  • Ability to troubleshoot and provide technical support




Preferred


  • MS degree in Engineering


  • Experience with PJM operations, markets, and planning functions


  • Experience using PSS/e (power system analysis program)
