Purchasing and Consultant Contracts Unit (Position Code 1020)

Overview:
The Senior Procurement Specialist in Valley Water's Purchasing and Contracts Unit will independently facilitate the competitive procurement of goods and general services in support of all Valley Water business areas and lead a team of procurement specialists. Working directly with project managers, counsel's office, and management, this position is responsible for the effective facilitation of highly complex procurements, including the development of scopes of work and specifications, determination of appropriate sourcing methodologies, creation of bid and proposal solicitation packages, evaluation of bids and proposals, contract negotiation, and dispute resolution. This position may also provide technical guidance and support to department colleagues, and work closely with department supervisors and managers to assess operational practices and deploy improvement initiatives.
Key Responsibilities include, but are not limited to:

• Lead a team of procurement specialists including the planning, assigning, directing, and reviewing of the work of assigned staff.


• Analyze and evaluate bids and proposals, purchase requisitions, specifications, and other purchasing-related documents.


• Present proposals and recommended courses of action clearly and logically.


• Organize, set priorities and exercise sound independent judgment within areas of responsibility.


• Understand, interpret, explain and apply Valley Water, federal and state laws and regulations governing purchasing procedures.


• Efficiently conduct vendor and product research.


• Use tact, discretion and diplomacy in dealing with contractors and vendors.


• Effectively negotiate price and terms on behalf of Valley Water.


• Establish and maintain highly effective working relationships with Valley Water managers, staff, suppliers, vendors and others encountered in the course of work.

Ideal Experience:

• Six plus years of experience (ideally in public sector) independently facilitating complex competitive procurement processes for goods and services.


• Significant experience working directly with project managers to develop scopes of work and write complex Invitation to Bid or Request for Proposals for the procurement of materials, equipment, infrastructure maintenance or information technology services.


• Experience using procurement software tools.

Ideal Skills and Abilities:

• Analyze and evaluate bid proposals, purchase requisitions, specifications, and other purchasing-related documents.


• Organize, set priorities, and exercise sound independent judgment within areas of responsibility.


• Establish and maintain highly effective working relationships with Valley Water managers, staff, suppliers, vendors, and others encountered in the course of work.


• Exercise appropriate initiative and judgment in answering questions and releasing information and resolve problems that are highly complex and sensitive in nature; analyze and anticipate consequences or decisions and/or recommendations.

Ideal Knowledge:

• Principles and practices of public sector procurement including methods for creating specifications and scopes of work, facilitating the solicitation of competitive bids/proposals for goods and services, evaluating bids/proposals, and negotiating contracts.


• Principles, practices, and techniques of drafting and administering standard purchase contracts and enforcing contract provisions.

Ideal Training and Education:

• Bachelor's degree from an accredited college or university with major coursework in business administration, public administration, finance, operations management or a related field.


• Possession of a CPPO or CPPB may be substituted for up to two years of experience. Other certifications will be evaluated as to the relevance to public purchasing.

Required License or Certificate

Possession of, or ability to obtain, an appropriate, valid California driver's license.
