The State of Connecticut, Department of Transportation (DOT), Bureau of Policy and Planning is recruiting for a Transportation Planner 2 in the Council of Governments (COG) Coordination Unit.
Position Highlights:
The candidate selected for the Transportation Planner 2 position will act as the Department's liaison with the Council of Governments (COGs) throughout the state. The candidate will coordinate the COGs' implementation of their Unified Planning Work Programs to ensure compliance with the federal transportation planning process, federal regulations, and relevant State laws, regulations and policies. The candidate will also participate in the administration of the COGs planning studies, development of contracts, review of invoices, and compliance with audit and federal and state requirements. The candidate, along with the COGs and other Department units, will assist in the development, selection of, and dissemination of information on projects under the STP-Urban and STP-Rural Programs, Congestion Mitigation Air Quality Program, Transportation Alternatives Program, and state programs such as the Local Transportation Capital Improvement Program. The candidate will assist the COGs in the development of and dissemination of information on the Metropolitan Transportation Plan and Transportation Improvement Programs to ensure that Department interests are being expressed. The candidate will act as the Department's liaison involving COG planning activities with other local, state, and federal agencies, and may also assist with liaison functions for other federal or State programs.
Key Elements include:
This person will work under the direction of a Transportation Supervising Planner or an employee of a higher grade. The duties of this position include administering the multi-million-dollar regional transportation planning process that is implemented by the MPOs and Rural COGs. This entails coordinating with the Federal Highway Administration and the Federal Transit Administration and appropriate Department offices to provide COG staff, guidance and information they need to develop the MPOs' and the Rural COGs' Unified Planning Work Programs, prepare and update the Regional Metropolitan Transportation Plans, to undertake various studies of transportation problems or issues, and to comply with new state and federal transportation-related laws and regulations and policies. The unit's administration of the regional transportation planning process also entails facilitating the preparation of other transportation planning-related documents, attending and coordinating meetings, and undertaking other tasks on-demand. An additional role in this unit is to increase coordination with each municipality. The COG Coordinator will be the first point of contact for each municipality to answer questions and research Transportation related concerns. This task requires an extensive knowledge of the Department, its policies and programs, and the major projects being initiated; and will require close coordination and communication with most offices within the agency to be kept abreast of all transportation related matters of interest.
This is a full time position that will work out of the Newington, CT headquarters.
